This agenda is a summary of the actions proposed to be taken by the City Council. For almost every agenda item,
materials have been prepared by the City staff for the Council's consideration. These materials include staff reports
which explain in detail the item before the Council and the reason for the recommendation. The materials may also
include resolutions or ordinances which are proposed to be adopted. Other materials, such as maps and diagrams,
may also be included. All of these materials are available at the City Clerk's Office, located on the 1

floor of City
Hall, 3
rd
and H Streets, Antioch, CA 94509, during normal business hours for inspection and (for a fee) copying.
Copies are also made available at the Antioch Public Library for inspection. Questions on these materials may be
directed to the staff member who prepared them, or to the City Clerk's Office, who will refer you to the appropriate
person.

CONSIDERATION OF 2012-14 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL
FUNDING PRIORITIES

Recommended Action: Motion to take the following actions:
1) Reserve 20% of the annual CDBG grant to fund Code Enforcement
activities;
2) Focus CDBG Public Services funding in FY 2012-14 on service to
Seniors and Youth
3) Retain the 15% cap on Public Services funding at this time;
4) Change the Consolidated Plan priority to High and fund Economic
Development activities with a cap of 10% of the total grant amount, OR
not fund Economic Development activities;
5) Focus all non-Public Services funding, excluding any funds that may be
allocated to Economic Development activities, to benefit lower income
areas in Antioch;
6) Establish a minimum grant amount of $10,000; and
7) Substantially amend the 2010-15 Contra Costa Consortium Consolidated
Plan to change Street and Sidewalk Infrastructure from Medium to High
Priority

Closed session began at 8:25 p.m. with all Council Members present and adjourned at 9:55 p.m.. The
City Council reconvened in open session in the Council Chambers. The City Attorney reported that
the City Council unanimously approved a Settlement Agreement in the Williams case, contingent upon
approval by the California Affiliated Risk Management Authorities (CARMA).
