Getting Started with Construction and Demolition Debris
Waste Reduction and Recycling
Step 1 - Complete and Submit an Affidavit and Certification to Implement a Waste Reduction and
Recycling Plan (WRRP). Hire a City permitted solid waste hauler to ensure that your project
complies with State and local laws – find the current list at www.malibucity.org/haulers.
Where to get the forms: Malibu City Hall or online at www.malibucity.org/ConDemo
Where to submit forms: Submit a signed Affidavit and Certification to Malibu City Hall,
Environmental Sustainability Department, located at 23825 Stuart Ranch Road, 90265. For over-
the-counter permitted jobs, submit your signed form to a Permit Technician. Keep a copy for your
records.
Who should fill out the WRRP: The Applicant (e.g., architect, owner, builder) is responsible for
submitting an Affidavit and Certification to Implement a WRRP with their Building Permit
application. The WRRP can be filled out by whoever is knowledgeable about the types and
quantities of debris that will be generated from the project.
Subcontractor participation: If subcontractors are required to remove debris from the job site,
they can play a key role in helping you meet the City's recycling requirements. Inform
subcontractors of your WRRP and what is required of them early in the project. The Applicant
must provide documentation for all materials subcontractors are hauling. Documentation must
include information about the facility, tonnage amounts, project address, and appropriate coding to
indicate that the material was recycled or disposed. We strongly recommend including
specifications or other language for recycling and/or reuse in your contracts. Informing your
subcontractors of requirements up front helps eliminate confusion later.
Where to take materials: The Builders’ Recycling Resource List (included in this packet) lists
local facilities and the materials they accept.
Review Process: As of 2010, the WRRP form will no longer be reviewed by City staff. When
obtaining permits, the Applicant must submit an Affidavit and Certification to Implement a WRRP.
When the project is complete, submit a Recycling Report to the City.
Step 2 - Gather Data for the Recycling Report
After your Building Permit is issued and you are ready to begin work, you will need to begin
recording information for your Recycling Report. Be sure to use a City permitted solid waste
hauler; the current list is available online at www.malibucity.org/haulers. You are required to
document quantities of materials generated, reused, recycled, and/or disposed of throughout the

project. The receipts must include information about the facility, tonnage amounts, project address,
and appropriate coding to indicate that the material was recycled or disposed.
It is your responsibility to obtain written receipts from subcontractors and other parties removing
debris from your site. Notify subcontractors and haulers of this requirement before work begins.
City staff is available to help you with this process. Please call 310-456-2489 and speak with the
person assigned to your project.
Step 3 - Submit your Recycling Report
A Recycling Report must be submitted for review and approval by authorized City staff prior to
sign off at Final Inspection and issuance of a Temporary Certificate of Occupancy or Certificate of
Occupancy. Quantities must be verifiable, based on weight tags or other sufficient documents.
If less than 65% of the C&D debris from the project was diverted from landfill disposal, you must
submit documentation with your Recycling Report demonstrating that a "good faith" effort was
made to achieve the waste reduction goal. Documentation must specify, in detail, the reasons why
you could not meet the City's requirement.
Due Date: Recycling Reports are due 7-10 days prior to the Final Inspection. They may be
submitted to Environmental Programs staff at the Public Counter. Keep a copy for your records.
Review Process: Prior to Final Inspection and issuance of a Temporary Certificate of Occupancy
or Certificate of Occupancy, the Recycling Report will be reviewed to determine if the Applicant
met the reuse and recycling goals. Authorized City staff will sign off on the Recycling Report
indicating that the project is in compliance with all “Solid Waste Conditions” (AB 939).

C&D Debris Recycling Forms
These are line-by-line instructions for completing the Waste Reduction & Recycling Plan (WRRP)
and the C&D Debris Recycling Report, required for the following projects.
Projects Subject to C&D Debris Recycling
New Construction
All demolition projects
Addition/Alteration that increases the conditioned area, volume, or size
Over-the-counter permitted jobs
Each project site that requires a building permit will require its own Affidavit and Certification to
Implement a WRRP and Recycling Report.
As of 2010, WRRP forms will no longer be reviewed by City staff. The Applicant must submit an
Affidavit and Certification to Implement a WRRP. Effective January 1, 2017, the State requires a
minimum 65% waste diversion. The City has therefore implemented a mandatory C&D Debris
Recycling Program to divert at least 65% of these highly recoverable materials from the landfill.
A Recycling Report must be submitted for review and approval prior to sign-off at Final Inspection
and issuance of a Temporary Certificate of Occupancy or Certificate of Occupancy. The Recycling
Report documents materials, quantities, and C&D processing facilities. The quantities listed must be
based on verifiable data gathered throughout the project (e.g. weigh tags, gate receipts).

Recycling Report
Application/permit number: Include the project number (e.g. CDP, APR, OC, Permit).
Contact Information: Fill out the contact information box completely. The Contact Name should
be the project manager, or the person to contact with questions.
Questions 1-3: Check one box only for each question regarding project and building types.
Question 4: State the square footage of the project. For additions and alterations, list the work area
only. For example, if alterations are being made to 10,000 square feet of a 100,000 square foot
building, list 10,000 square feet for Size of Project. The Project Valuation should be the same as that
listed in the building permit application.
Question 5: Include start and completion dates for the project.
Questions 6: Provide specific information about how the waste materials were reused, salvaged or
recycled. Describe the types of containers that were used, how employees and subcontractors handled
materials, and how they were informed of the established procedures.
Column A Total Quantity Discarded: The total quantity of discarded materials (by material
type) generated from all phases (i.e. demolition and construction) of the project.
Quantities shall be listed in tons. If quantities are only available in yards or in square
feet, use the Materials Conversion Worksheet in your packet to convert material
volume to tons.
Column B Salvage or Reuse: Materials that are in usable condition only. List the materials that
were reused or taken to a salvage facility for reuse. Examples include wood from
foundation forms that were reused on other jobs, usable lighting fixtures, windows,
doors, lumber, cabinets, and donated materials (e.g. Craigslist, Habitat for Humanity).
Column C Recycling: Materials that were not reused in their present form but will be re-
processed into a new product. Examples include scrap metal, untreated and unpainted
wood scrap, cardboard, and drywall cut-offs.
Column D Disposal: Materials that were not be reused or recycled (i.e. material taken to landfill).
Examples include unusable painted wood debris, insulation, hazardous materials, and
food packaging.
Column E Material Destination: List the facility or service provider you used for reusing,
recycling or disposing of each material generated from your project.
Column Totals Add up quantities listed in each column and indicate totals at the bottom.
Mixed Debris This line refers to debris generated in addition to the separated materials listed in the
Recycling table above.
Question 7: Fill in the blanks using the quantities of C&D debris listed at the bottom of each
column (Column Totals) to determine the percentage of waste reused or recycled.
Question 8: If the percentage reused or recycled is 65% or more, check the box marked Yes.”. If
the sum is less than 65%, check the box marked “No. Briefly explain the specific
reason(s) why the goal was not achieved and attach documentation.
Question 9: The Applicant or owner/builder shall print name, sign, and date the form.

City’s Implementation of State Law:
Construction and Demolition (C&D) Debris Recycling Program
Pursuant to Integrated Waste Management Act of 1989 (Assembly Bill (AB) 939)
California AB 939 provides: “Required each city or county plan to include an implementation schedule which shows: diversion
of 50 percent of all solid waste by January 1, 2000 through source reduction, recycling, and composting activities.” Effective
January 1, 2017, the State of California requires a minimum 65% waste diversion. The City has therefore implemented a
mandatory Construction and Demolition (C&D) Debris Recycling Program to divert at least 65% of these highly
recoverable materials from the landfill. This Program applies to residential and non-residential projects within city limits.
