Malcolm “Skip” Popp Award
Nomination Criteria
The Malcolm “Skip” Popp Award is presented to members of Scouting organizations for
extraordinary and distinguished community service.
The purpose of the Malcolm Popp Award is to foster a tradition and spirit for the kind of service to
Scouting and the community of Bowie, as was exemplified by Malcolm “Skip” Popp, who gave his
life rescuing a Scout during a camping trip in 1971.
Eligible Scouts or Scout leaders must have been registered with the Boy Scouts of America or Girl
Scouts, USA during the time of their service. They must also:
• Have performed extraordinary and distinguished service (above and beyond what is
expected of a Scout or Scout leader in the position they have held) within the Scouting
unit.
• Have performed this service in the calendar year prior to the nomination deadline.
(January 1 – December 31, 2019)
• Have been affiliated with a Scouting group within the limits of the City of Bowie,
and/or a Scouting group for which 50% or more of their youth members are Bowie
residents.
Nominations must:
• Include a description of community and youth service, compassion, and leadership
qualities of the nominee, as well as the event(s) or activity(s) indicative of the leader’s
extraordinary and distinguished service. Qualifying service may either be of a personal
or community nature and should be related to Scouting or a Scouting-sponsored activity.
• Be submitted by the Scouting unit, or individuals registered with the unit. (Non-
Scouting community residents may make recommendations to unit leaders.)
