International Student Under 18 Years of Age Agreement
Standard 5 of the National Code of Practice for Providers of Education and Training to Overseas
Students 2018 states:
Standard 5 clarifies the requirement that appropriate accommodation, support and general welfare
arrangements be in place for the period that the student will be under 18 years of age while in
Australia.
Where a parent or suitable relative has been nominated and who will be fully responsible for the
welfare arrangements of a student visa holder who is under the age of 18 years, Sero Institute must
hold evidence that clearly indicate this arrangement is in place.
Sero Institute must, if required, satisfy the Department of Home Affairs requirement that
appropriate welfare arrangements are in place for under 18 students before a visa is granted.

I acknowledge that Sero Institute will not be accepting responsibility for my child’s welfare.
The Department of Home Affairs will approve the welfare and accommodation
arrangements and Sero Institute is not required to issue a Confirmation of Appropriate
Accommodation and Welfare (CAAW) letter with the CoE.
Option 2:
My child will be living with an eligible relative over the age of 21.
An eligible relative is a grandparent, brother, sister, aunt, uncle, niece, nephew or step-
grandparent, step-brother, step-sister, step-aunt, step-uncle, step-niece, step-nephew.
Please provide a certified copy of photo identification for the carer such as passport, or
driver’s licence and complete the Parent/Legal Guardian Declaration.

Option 3:
The student will not be cared for while in Australia by a parent, guardian or suitable
nominated relative. The student organises accommodation with the Australian Homestay
Network and guardianship arrangements with either Professional Student Care Australia or
the International Student Alliance Student Care & Welfare Services. The student is
responsible for any fees and costs associated with these arrangements.

(CAAW) letter with the CoE.
