Form to Establish the Need for a Substantive Change Review
This document shall serve as "Step One" in establishing the need for a substantive change
review at Taft College by formally communicating to the Commission's substantive change staff
the following information: (1) a description of the proposed change; (2) the need for the
change, and (3) the anticipated effects of the change.

Correspondence Courses
Taft College currently has 23 course sections in 14 courses that meet the criteria for classification as
correspondence education:

In fall of 2014, there were 222 students enrolled in these course sections. During the writing of the
College's Self Evlauation Report, it was determined that some programs can be completed by 50% or
more of these courses.
Taft College has identified an issue that several correspondence courses had been identified as online
courses. Correspondence courses serve an essential function for an expanding local prison population,
and in some instances had been made available to the general student population. The identified issues
suggest that it is time that these offerings be comprehensively re-examined, planned for and
implemented as appropriate.
Taft College will re-examine and clarify appropriate uses and criteria for correspondence courses,
including their potential use in completing 50% or more of appropriate programs and certificates for the
population(s) served by the College.
