Form to Establish the Need for a Substantive Change Review
This document shall serve as "Step One" in establishing the need for a substantive change
review at Taft College by formally communicating to the Commission's substantive change staff
the following information: (1) a description of the proposed change; (2) the need for the
change, and (3) the anticipated effects of the change.

New Off-Campus Welding Facilities
Taft College recently leased an off-campus location to support industrial technology programs generally,
but specifically as a solution for scheduling welding classes. In partnership with a local business, the
College identified suitable space and negotiated a lease of a 4,800 square foot facility that includes a
900-square-foot classroom space. The site is located 3.5 miles from the Taft College campus, has ample
parking, and includes office space for college staff.
Taft College's service area has two high-demand sectors (agriculture/oil) that both have a need for a
skilled welding workforce. Taft College's welding program class offerings have been temporarily
suspended due to substandard facilities. The effort to collaborate and instead use the local high school
welding lab has not proven successful. It has been a high priority need to resolve this issue and ensure
availability of the welding program and certificate classes. The need was highlighted in meetings with
local industry representatives during the development of the 2014-24 Educational Master Plan.
Taft College expects to enroll a growing population of students to meet area industry needs for a skilled
welding workforce. Students will be able to complete the existing program and certificates allowing them
to obtain gainful employment in high demand skilled jobs.
