EMPLOYEE BENEFITS COORDINATOR
Salary: $76,397.00 per year. This position includes a comprehensive benefits package. This summary provides
a brief overview of the benefits available to regular full-time municipal employees; depending on the employee
group some of these benefits may include: retirement pension administered by CMERS (Connecticut Municipal
Employees Retirement System), health insurance (medical, dental, vision, prescription), life, disability, paid
leave, paid holidays, 457(a) deferred compensation plan (employee paid), and other voluntary employee paid
benefits.

Municipal Profile
The City of Bridgeport is located in Fairfield County at the mouth of the Pequonnock River on Long Island
Sound. It is boarded by the towns of Trumbull to the north, Fairfield to the west, and Stratford to the east; with
an approximate population of 147,000, 50,367 households, and a population density of 9,226 residents per
square mile. The City has a Mayor-City Council form of government. The City’s Mayor is the chief executive
officer of the City and serves four-year term(s). The City Council, which acts as the City’s legislative body,
consists of twenty (20) members elected for two-year terms.
GENERAL STATEMENT OF DUTIES:
Provide technical guidance, coordination and training in all functions of the Benefits Administration
Department, including health benefits, life insurance. Responsible for applicable budget expense reports;
generate claim expense reports and assist with fiscal year forecasts and budget preparation. Perform Benefits
Coordinator duties for designated active and retiree employee group(s).
SUPERVISION RECEIVED: Department manager as appropriate.
SUPERVISION EXERCISED: Supervision of Benefits Coordinators/Workers Compensation staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The essential functions or duties described below are the primary functions and duties of the position. There

exclude that duty or function from the position provided the duty or function is similar in work, related to the
work or logically assigned to the position.
1. Respond to technical questions and problems presented by Benefits Coordinator and Benefits Manager.
2. Responsible for maintaining accurate benefits enrollment records for all active employees and their
dependents, including the removal of dependents as they age out of program eligibility.
3. Perform duties of Benefits Coordinator for designated active and retiree employee group(s).
4. Assist employees with benefit inquiries; interact with vendors, labor relations representatives,
department heads, supervisors, employees and outside parties in providing accurate and timely
information in response to questions and complaints.
5. Utilize Human Resource Information System (HRIS) for administration of employee benefits;
recommend and assist with the development of HRIS applications.
6. Assist with payroll processing as it pertains to employee benefits. Responsible for completion and
processing of benefits invoices, fee reports and ASO reports.
7. Responsible for maintaining monthly updates of benefits expenditures for purposes of year-end
forecasting.
8. Assist Benefits Manager in preparation of annual budget, Interim budget forecasts, evaluation of
benefits trends and resolving various budget issues.
9. Conduct benefits orientations for new employees and benefits reorientations for employees as necessary
10. Responsible for documenting benefit changes to union contracts as required.
11. Assist Labor Relations staff and benefits manager in drafting benefits language for bargaining
agreement.
12. Issue COBRA notices to employees as required.
13. Administers wellness program, assists with the determination of goals, program strategies and
evaluation of effectiveness
14. Assists Benefits Manager with the evaluation and administration of Medicare medical and prescription
plans. Medicare reimbursement programs, matters pertaining to the Affordable Care Act and other
projects which require collaborative efforts
ADDITIONAL DUTIES AND RESPONSIBILITIES:
Other administrative and management tasks may be assigned as appropriate.
Supervises the activities of departmental staff as determined by the Benefits Manager including
performance of job functions, training, assigning of responsibilities, evaluation of job performance and
compliance with City practices. Provide technical training to department personnel as required.
May administer City attendance management program including implementation and maintenance of
records and required documentation.
MINIMUM EDUCATIONAL REQUIREMENTS:
Associates Degree in business administration or related field.
EXPERIENCE:
Three (3) years of experience in health benefits administration required.
KNOWLEDGE, SKILLS AND ABILITIES:
Fundamental technical knowledge of health and life benefits, HRIS, department records and payroll
function, FMLA & ADA (desirable), Microsoft Office Suite programs and City labor practices.
Excellent computer and math skills.
Excellent verbal and written communication skills.
Must be able to interact professionally and communicate effectively with individuals at all levels of
government as well as the public.
LICENSES AND CERTIFICATIONS
Certified Employee Benefits Specialist (CEBS) certification is desirable.
Physical Demands:
The conditions below are representative of those that must be met by an employee to successfully perform the

Essential and marginal functions may require maintaining physical condition necessary for sitting for
prolonged periods of time. Tasks may involve extended periods of time at a keyboard or workstation.
Frequent downward flexion of neck, side-to-side turning of the neck, fine finger dexterity and grasp to
manipulate the keyboard, telephone, writing instruments, papers, books, manuals, and reports.
Additional hours and attending meetings outside regular work hours may be required. Work
environment is professional and both team and autonomy oriented. This position is impacted by urgent
time deadlines due to various reporting and filing requirements. Additionally, there is a need to be able
to shift attention before tasks are completed to be able to balance demands, telephone and other
interruptions.
