Attachment B: Air Quality Benefits Analysis
This grant program is funded through the Congestion Mitigation and Air Quality Improvement (CMAQ)
Program, which is administered by the Federal Highway Administration (FHWA). The purpose of the
CMAQ Program is to support transportation projects, transit service, and other related efforts that
contribute to air quality improvements and mitigate the impacts of congestion. As such, to meet federal
requirements related to CMAQ, project applicants are required to demonstrate that their proposed
projects will reduce emissions and provide an air quality benefit. The questions in this section address
this requirement.
The answers provided to these questions will be reviewed by the CMAQ Consultation Committee, which
consists of members from the Massachusetts Department of Transportation (MassDOT), the
Massachusetts Department of Environmental Protection (MassDEP), the U.S. Environmental Protection
Agency (EPA), and regional planning agencies within Massachusetts.
