forms become available from the State of Oregon Elections Division.
It is the responsibility of the candidate to confirm deadlines with the Elections
Officer, in advance of those deadlines. Some deadlines may be adjusted due to
changes made by the Legislature that were not available for this Handbook at the
time of printing.
This Candidate Filing Handbook is an effort to assist candidates with the
election process and should not be viewed as a legal directive. Please contact the

To All Prospective Candidates for the positions of Mayor or City Councilor in the May 19, 2020,
Primary Election:
In 2020, the position of Mayor and two City Council positions will be open for election. This manual
has been prepared to assist potential candidates in filing for positions on the Primary Ballot, and

The information in this Handbook has been extracted from the Oregon Revised Statutes, the
Beaverton City Charter, and the Beaverton City Code. Copies of these documents are available for
your inspection at the City Recorder's Office.
Following the Primary Election, successful candidates will be provided information regarding the
November 3, 2020, General Election.

GENERAL INFORMATION ABOUT ELECTIONS
By Charter, the Beaverton City Council is composed of a full-time Mayor and five City
Councilors, all elected at large. Election of Mayor and Councilors coincides with State
Primary and General Elections, and terms are staggered the Mayor and two Council
positions are elected during one race, and three Council positions during the next. The
Council positions are consecutively numbered, City Council Positions 1 through 5.
The open positions for the 2020 Primary and General Elections are:
Mayor (currently held by Denny Doyle)
City Council Position 3 (currently held by Mark Fagin) and
City Council Position 4 (currently held by Cate Arnold).
Mayoral and Council elections are handled through the nominating petition process.
Candidates for all City offices are nominated at the Primary Election and elected at the
General Election. Candidates submit for candidacy by filing their candidate filing form and
nominating petition, marked as prospective petitions, with the City Elections Officer/City
Recorder (see How to File for Elective Office). When the filing form and nominating
petition have been approved, the nominating petition may be circulated for signatures.
Once signatures are obtained, candidates file the petitions and the Petition Submission -
Candidate Form 338 with the City Elections Officer for signature verification.
The City Elections Officer will submit the petitions to the Washington County Elections
Division for verification of signatures. Once the signatures have been verified and the
filing deadline has passed, the City Elections Officer will certify to the Washington County
Elections Division the names of the candidates to be printed on the Primary Ballot.
The Primary Election will be held on May 19, 2020. The candidate receiving the majority
of the votes (50% + 1 vote) will be the only candidate nominated to the position and will be
the only candidate whose name will appear on the General Election Ballot. However,
should no candidate receive a majority of the votes, then the names of the two candidates
receiving the highest number of votes will be placed on the General Election Ballot. The
candidate receiving a majority of votes at the General Election will be the elected
candidate.
Following the Primary Election, the City Elections Officer certifies to the County Elections
Division which names will be printed on the General Election Ballot. The General Election
will be held on November 3, 2020.
The City Council canvasses election returns, making the vote a part of its official record.
Certificates of Election are issued to successful candidates. The Oath of Office is
administered to each newly elected official upon entering office and assuming full duties
on January 1, 2021.
HOW TO FILE FOR ELECTIVE OFFICE
Candidates filing for elective office must complete the following forms:

SEL 121: All signature sheets must be approved in writing by the City Elections Officer
before circulating for signatures. Failure to do so will result
in
the rejection of those
signature sheets.
The City Elections Officer will review the prospective petition for required information.
Written approval will be provided to circulate the petition, which will include the number
of
signatures required. A candidate
is
advised to obtain more than the required
number
of
signatures to ensure the petition contains a sufficient number
of
valid
signatures.
The petition must
be
signed by not fewer than 10 and not more than 20 qualified voters
in the City
of
Beaverton. The position being filed for must be specified and
in
the case
of City Council the position number must
be
specified. A precinct map will be provided
and signatures from three Beaverton precincts are required.

signature verification. The County will verify the original signatures against current

Officer. The City Elections Officer will notify the candidate
of

determined that there are not enough valid signatures and the filing
deadline has not passed, the candidate may submit additional signature

CANDIDATE CAMPAIGN FINANCE REPORTING
The State
of
Oregon's definition
of
"Candidate" includes the statement "an individual
whose name
is
expected to be or has been presented with the individual's consent, for
nomination or election to public office
."
The State requires candidates
to
file these forms
to declare candidacy.
Oregon law requires that campaign finance activities
be
filed electronically with the
Oregon Secretary
of
State's Office - Elections Division using the ORESTAR electronic
filing system free
of
charge. You can obtain the ORESTAR User's Manual online at
www.oregonvotes.org under
Publications and Forms. Your local library provides computer
terminals for public use.
A Statement
of
Organization (SEL 220), Campaign Account Information (SEL 223), and
Certificates of Limited Contributions and Expenditures (PC 7) are included in this packet
for information purposes only.

BEAVERTON VOTERS' PAMPHLET GUIDELINES
As required by the Charter, the City will publish a Voters' Pamphlet prior to this election.
The Voters' Pamphlet
is
delivered to all Beaverton mailing addresses with additional
copies available at the Beaverton Post Office and City offices.
Nominees may purchase not less than one-half page and not more than one full page for
materials submitted for publication in the Voters' Pamphlet. The following guidelines must
be observed when submitting materials:
1.
Cost.
One-half page (one column) with photograph, maximum 450 word statement - $35
One full page (two columns) with photograph, maximum 900 word statement - $70
One-half page (one column) without photograph, maximum 500 word statement - $30
One full page (two columns) without photograph, maximum 1000 word statement - $60
The entire statement (including photo) must fit within the space
of
either one or two
columns. The statement must be straight text, no charts or graphics.
NOTE: The maximum number
of
words makes no allowance for white space, bulleted
statements, indented paragraphs, etc.
If
your statement will be organized in any way
other than straight text, the number
of
words that will fit
on
the page will be reduced.
The statement must be submitted electronically to the City Elections Officer at
cjansen@beavertonoregon.gov and as a printed copy with the Candidate's Statement
form. The Elections Officer will not make corrections to spelling, grammar, or
punctuation. Upon submission the statement will be considered final.
2.
Photograph. Must be less than two (2) years old. Must be black-and-white, glossy
photograph (no sketches or photocopies); head and shoulders only; three inches high
and two inches wide; must show face or face, neck and shoulders
of
candidate. The
photographs must be submitted
as
two hard copies and electronically to
cjansen@beavertonoregon.gov. The photo shall not include hands
of
the candidate or
anything held in the hands
of
the candidate. It shall not show the candidate wearing a
judicial robe, a hat or a military, police, or fraternal uniform, or show the uniform or
insignia
of
any organization. It shall not show flags, plants, wallpaper or any
background embellishment.
3.
Candidate Statement. The candidate statement must include the name
of
the
candidate, the office to which the candidate seeks election, and any statement
of
the
reasons why the candidate should be nominated or elected.
4.
Submission of Material. Submitted material must be typed and double-spaced
in
Microsoft WORD for Windows format. Statements are submitted as a printed copy and
electronically to cjansen@beavertonoregon.gov. The City Elections Officer shall, on
recommendation
of
the City Attorney, reject any statement, argument or other matter
offered for filing arid printing
in
a Voters' Pamphlet that contains obscene, profane,
scandalous, or defamatory language; incites, promotes or advocates hatred, abuse,
violence,
or
hostility toward, or which tends to cast ridicule or shame upon any person
or
group by reason
of
race, color, religion, or manner
of
worship; or contains any
language that may not
be
legally circulated through the mail.

Nothing
in
the Beaverton City Code exempts the author of any statement or argument
from any civil or criminal action because of any defamatory statements offered for printing
or contained
in
the Voters' Pamphlet.
The person writing, signing, or offering a statement or argument for filing shall
be
considered its author
and
publisher.
The Candidate's Statement for City Voters' Pamphlet form and the materials
submitted for the City's 2020 Primary Voters' Pamphlet must
be
submitted to the
City Elections Officer no later than 5:00 p.m., March 23, 2020.
Following formatting, candidates will
be
asked
to
proofread
and
sign
an
authorization
to
print their submission.

TEMPORARY POLITICAL SIGNS AT ELECTION TIMES
60.40.45. Temporary Signs. Temporary signs may
be
erected and maintained
in
the
City only in
compliance
with
the
regulations
in
this Code, and
with
the
following specific provisions:

The following provisions apply
to
all temporary signs
in
all zones:
A.
Temporary signs shall
not
be
illuminated.
B.
Temporary signs shall be constructed in a manner
that
prevents
the
sign from being blown
from
its location and allows
for
the
easy removal
of
the sign.
C.
Temporary signs shall
not
be
attached
to
trees, shrubbery,
utility
poles
or
traffic control signs
or
devices.
D.
Temporary signs shall
not
be erected
or
maintained in a way which, by reason
of
their
size,
location
or
construction constitutes a hazard
to
the
public.
E.
Temporary signs shall be located outside
of
the vision clearance area specified in Chapter 2
of
the City Engineering Design Manual.

A candidate must file a Statement of Organization not later than three business days of first receiving a contribution or making an expenditure and no
later than the deadline for filing a nominating petition, declaration of candidacy, or certificate of nomination, whichever occurs first, unless they
meet the criteria for an exemption. To meet the criteria, the candidate must serve as their own treasurer, not have an existing candidate committee,
and not expect to spend or receive more than $750 during the entire calendar year (including in-kind contributions and personal funds).
If you have an existing candidate committee you must amend the statement of organization not later than 10 days after a change in information. This
includes changes to the election you are active in and the office you are running for.
