2018 POOL/SPA PLAN REVIEW CHECKLIST / SUBMITTAL CHECKLIST
The following items must be shown on construction documents before plan review approval. This may not
be a comprehensive list depending on the scope of your project and additional corrections may be
required before approval.
SCOPE OF REVIEW:
The scope of this plan review covers architectural, structural, energy conservation, fire, and electrical. All
Code references are to the 2018 International Code Council suite of codes, 2017 NEC, and Town of
Sahuarita local amendments.
GENERAL REQUIREMENTS:
Details, data, and information provided to the Building Safety Department shall not be included by
reference or attachment only. The data must be delineated on one drawing by notes or graphics as
part of the original tracings or masters. No small-sized sheets attached to the drawings will be
allowed. IRC Section R106.1.1.
Planning & Zoning approval. IRC Section R106.2
Provide the approved Town of Sahuarita engineering model plan (with model permit number and
approved stamps). IRC R106.1.
1. Highlight all the details on the engineered plan that are going to be used on the project
including Reinforcement and Gunite Thickness Schedule. IRC Section R106.1.1.
2. Submit the engineering model plan authorization letter to specify the owner’s name and
address. IRC Section R106.1.
INDICATE AND NOTE ON THE PLAN THE FOLLOWING INFORMATION:
The project address and owner on the plans. IRC Section R106.1.1.
That all work shall comply with the current adopted codes. IRC Section R106.1.1.
On the site plan showing the location of the pool/spa with all the setbacks from all sides. IRC Section
R106.2
The surface area of the pool and spa. IRC Section R106.1.
The Pool Depths (cross-sectional). IRC R106.1.
Custom pools and Spa’s plans shall have structural calculations sealed by an AZ Registrant. IRC
Section R106.1.1.
With the first inspection, there shall be a Pre-Construction meeting on the job site with the
property owner, the pool contractor, and a Town of Sahuarita Building Inspector. Call Ted
Rodriquez, Chief Building Inspector, at 520-275-3354 to schedule.

party verification report for the backflow will be required at final inspection.” Completed

ELECTRICAL REQUIREMENTS:
INDICATE AND NOTE ON THE PLAN THE FOLLOWING INFORMATION:

1. The interior of enclosures or raceways installed underground shall be considered to be a wet
location. Insulated conductors and cables installed in such enclosures or raceways in
underground installations shall be listed for use in wet locations. IRC Section E3803.10.
2. Nonmetallic raceways listed for direct burial shall be 18 inches deep. IRC Section E3803.1
The panel service size and rating. IRC Section E3602, E3606.4, and E3701.2, E3706.1
1. Indicate and note on the plan service load for the existing service and subpanel. IRC Section
E3602.2.
Overcurrent protection is required. Branch-circuit conductors and equipment shall be protected by
overcurrent protective devices having a rating or setting not exceeding the allowable ampacity and
be GFCI protected. IRC Section E4203.1.4. E3705.1.
The location of the convenience receptacle on the plans no closer than 6’ and no farther than 20’
measured from the inside wall of the pool/spa. IRC Section E4203.1.3.
Where installed in wet locations, 15 and 20 amp, 125 and 250-volt receptacles shall have an
enclosure that is weatherproof with an outlet box hood listed and identified as “extra-duty.” These
receptacles shall also be listed and identified as the weather-resistant type (WR). IRC Section
E4002.9.
Indicate on the plans the equipotential bonding. IRC Section E4204.1. E4204.2.
All metal within 5’ of the pool/spa is required to be bonded. IRC Section E4204 (7).
PLUMBING REQUIREMENTS:
INDICATE AND NOTE ON THE PLAN THE FOLLOWING INFORMATION:
The type and size and burial depth of water pipe. ISPSC Section 302.2. IRC Section P2603.5.
SAFETY REQUIREMENTS:

The required type and height of barrier walls on the plan are a minimum of 60”. TOS amendments
Section AG305.2 (1).
All access gates shall have self-closing, self-latching devices at a height of 54” located on the pool
side of the gate. The top of the gate at a minimum of 60” high from grade and a maximum of 2”
clearance from the bottom of the gate to the grade. The gate shall open outward away from the pool

Doors with direct access to the pool through that wall shall be equipped with an alarm listed and
labeled in accordance with UL2017 and shall be located at least 54” above the threshold. TOS

Pet doors with direct access to the pool will not be permitted. ISPSC Section 305.5.5
Fiberglass pools are required to have all barriers in place before starting construction. IRC Section

POOL HEATERS:

Whether it is gas or electric and the location of the meter.

OTHER REQUIREMENTS FOR SPA’s:
In outdoor pool, outdoor spa and outdoor hot tub areas, luminaires, lighting outlets, and ceiling-
suspended paddle fans shall not be installed over the pool or over the area extending 5’ (1524mm)
horizontally from the inside walls of a pool except where no part of the luminaire or ceiling-suspended
paddle fan is less than 12’ (3658) above the maximum water level. IRC Section E4203.4.1.
Spas or hot tubs with a safety cover that complies with ASTM F 1346 shall be exempt from the
provisions of this appendix. IRC Section ISPSC 305.1.
Existing lighting outlets and luminaires that are located within 5’ horizontally from the inside walls of
pools and outdoor spas and hot tubs shall be permitted to be located not less than 5’ vertically above
the maximum water level, provided that such luminaires and outlets are rigidly attached to the existing
structure and are protected by a ground-fault circuit-interrupter. IRC Section E4203.4.3.
Indicate that the spa is no closer than 5’ measured horizontally to any window or door glass. IRC
Section R308.4.5.
For above-ground spas, indicate that the disconnecting means is
