On motion of Mr. Anderson, seconded by Mrs. Quetsch, approved the Resolution as
presented adopting amendments to the Town’s Comprehensive Plan pursuant to
Virginia Code Section 15.2-2229.

Jason Bowell, Director of Community Development, conveyed that the proposed
amendment would be a good fit for the district.
Mayor Webb questioned whether this proposal should be rejected. Hearing no comments,
the matter will be considered for a second reading.
2. Proposed zoning text amendment to Article 10.-B-1 Limited Business District, Section
10-2.-Same-Special uses, Article 11.-B-2 General Business District, Section 11-2.-
Same-Special uses, and Article 12.-B-3 Central Business District, Section 12-2.-Same-
Special uses, to allow short-term rentals as a special use. Jason Boswell, Director of
Community Development (VIDEO 27:18 29:47)
Jason Bowell, Director of Community Development, conveyed that the proposed
amendment would allow short-term as a special use in the business district.
Mayor Webb questioned whether this proposal should be rejected.
On motion of Mr. Owens, seconded by Mrs. Quetsch, the proposed zoning text
amendment be rejected and tabled until receipt of additional information.

K. SECOND READING OF ORDINANCES
L. CONSIDERATION OF ANY BIDS
1. Authorization to award contract to Quesenberry’s, Inc. for The Meadows Sports
Complex John Dew, Director of Public Works (VIDEO 29:54 57:14)
John Dew, Director of Public Works, stated that on August 26, 2020, five (5) bids were
received with Quesenberry’s Inc. of Big Stone Gap, Virginia submitting the lowest base bid of
$7,659,000, with three (3) add alternates. Mr. Dew recommended that Council award the bid to
Quesenberry’s, Inc. for the base bid in the amount of $7,659,000. Discussion ensued.
On motion of Mrs. Quetsch, seconded by Mrs. Pillion, accept and award the base
bid from Quesenberry’s, Inc. for The Meadows Sports Complex.

1. Adoption of Local Business and Employment Plan; Residential Anti-Displacement and
Relocation Plan; Non-Discrimination Policy; Fair Housing Certification; and
Grievance Procedure pursuant to the 2020 CDBG Urgent Need Grant. Tonya Triplett,
Director of Economic Development/Assistant Town Manager (VIDEO 57:25

Town Manager James Morani stated that this matter has previously been discussed and is
before Council to accept the adoption of documents necessary to complete the meals delivery
grant.

presented and authorize the Town Manager and/or Tonya Triplett authority to
finalize any subsequent documents needed to complete the meals delivery grant.

2. Acceptance of bench for Valley Street labyrinth gifted by Hurt Properties James
Morani, Town Manager (VIDEO 1:00:37 1:03:25)
Town Manager James Morani requested that Council accept a beautiful bench for improvement
to the Valley Street labyrinth gifted by Hurt Properties with a $16,457.50 value. Jan Hurt spoke
on behalf of Hurt Properties stating that the design project was in memory of Sam Hurt. Council
thanked Mrs. Hurt for the gift.
On motion of Mrs. Quetsch, seconded by Mr. Owens, accepted bench for Valley Street
labyrinth gifted by Hurt Properties.

Town Manager James Morani also advised Council that the tax bills would be mailed by the
end of the week and that he planning to reopen the lobby within the next three to four weeks.

Mrs. Pillion recognized Troop 222 members, Teddy Pillion and Isaac Thiessen, as a
requirement of the Citizenship in the Community merit badge. Mayor Webb thanked them for
attending the meeting.

AN ORDINANCE OF THE COUNCIL
FOR THE TOWN OF ABINGDON, VIRGINIA TO AMEND
Part II Code, Appendix B-Zoning Ordinance, Article 9.-OI Office and Institutional
District;
Section 9-2.-Same-Special uses.
WHEREAS, § 15.2-2280 of the Code of Virginia 1950, as amended, grants the local
governing body the authority to classify the territory under its jurisdiction or any
substantial portion thereof into districts of such number, shape and size as it may deem
best suited to carry out the purposes of this article and in each district it may regulate,
restrict, permit, prohibit, and determine the use of land, buildings, structures and other
premises for agricultural, business, industrial, residential, flood plain and other specific
uses; and
WHEREAS, the Town of Abingdon's current Code, Part II, Appendix B-Zoning
Ordinance, Article 9.-OI Office and Institutional District; Section 9-2.-Same-Special uses,
the Council for the Town of Abingdon has found it in the best interest to amend the body
of its ordinance; and
NOW, THEREFORE BE IT ORDAINED by the council of the Town of Abingdon
that:
1.
Should any section or provision of this ordinance be decided to be invalid or
unconstitutional by a court of competent jurisdiction, such decision shall not affect the
validity or constitutionality of any other section or provision of this ordinance or the Code
of the Town of Abingdon, Virginia; and
2.
The Town of Abingdon's current Code, Part II, Appendix B-Zoning
Ordinance, Article 9.-OI Office and Institutional District; Section 9-2.-Same-Special uses,
that are proposed for amendment currently appear as follows:
Section 9-2. Same-Special uses.
The following uses may be permitted in the OI Office and Institutional District
with a special use permit in accordance with regulations in 17-3 of this ordinance:
9-2-1. Personal service businesses.
9-2-2. Retirement homes.
9-2-3. Hotels and motels.
9-2-4. Light industry.
BE IT FURTHER ORDAINED, that upon the recommendation of the Council for
the Town of Abingdon, Part II Code, Appendix B-Zoning Ordinance, Article 9.-OI
Office and Institutional District; Section 9-2.-Same-Special uses, be amended as follows:
Section 9-2. Same-Special uses.
The following uses may be permitted in the OI Office and Institutional District
with a special use permit in accordance with regulations in 17-3 of this ordinance:
9-2-1. Personal service businesses.
9-2-2. Retirement homes.
9-2-3. Hotels and motels.
9-2-4. Light industry.
9-2-5. Two-family dwellings with area, setback, frontage, yard and height
regulations as required in Article 7 of this ordinance.
9-2-6 Multi-family dwellings with area, setback, frontage, yard and height
regulations as required in Article 7 of this ordinance.

Pursuant to Section 2-100 of the Code of the Town of Abingdon, Virginia, I
