Dear Mr. Buckley:
Please accept the following narrative and enclosed application materials as part of the
application for Special Permit and site plan review under the Bridgeport Zoning Regulations
(the “Regulations”), for the property located at 4200 Park Avenue (the “Site”), as detailed
below.
Narrative
The Petitioner requests approval of a special permit and site plan review under the
Regulations to construct an accessory parking garage on the Site in support of the existing
Community Center and congregate housing use. Congregate Housing is permitted as-of-right
under the Regulations in anR-C” Zone, in which the Site is located. Said uses are permitted to
be contained in structures to a maximum allowable height of Six (6) stories or Sixty (60) feet)
on properties with a lot area of at least Five (5) acres. The City has successful congregate
housing uses that struggle to meet their demand for off-street parking on at-grade parking areas
while meeting additional zone development standards and site improvement demands, such as
landscaping and drainage. These existing uses need accessory parking structures to meet the
demands of their use. The Petitioner proposes an accessory garage to support their existing use.
The Site currently contains 333 off-street Parking spaces. The construction of the
parking garage will eliminate 86 existing surface spaces, but it will provide 189 garage and
surface spaces. This improvement will result in a net increase of 103 parking spaces for a total
of 436 parking spaces on the Site. These additional spaces will greatly assist the existing use.
The parking garage itself will be 194 by 123 and will contain two levels of garage parking over
surface parking as depicted on the submitted elevations. As stated above, the R-C Zone permits
principal structures to a height of six stories or 60 feet and the proposed garage is well below
that standard.
The parking structure will be well within the height maximum for a building in the R-C
Zone, and, therefore, it will not increase any impact to surrounding neighborhoods. In fact, the
off-street parking demands of existing congregate housing uses place significant stress on the
congregate housing sites and their surrounding neighborhood. The proposed parking structure
will allow these users to address their off-street parking demands and ameliorate the existing
negative impacts. The Petition satisfies all other Special Permit and site plan review standards
under the Regulations.
For the reasons stated above, the Petitioner respectfully requests approval of its
Petition for Special Permit and site plan review under the Regulations.
