Rules and Requirements for Irrigation Meters
The City of Brockton now allows the installation of irrigation meters for outdoor water usage. Water billed through these
meters is for outside use only and is exempt from the sewer use charge and the minimum usage requirement. Water is
billed quarterly and charged according to City block rates. Please review the information below and in the Revised
Ordinances of the City of Brockton, Chapter 23, Article II, Sections 23-23 through 23-29 before applying to have an
irrigation meter installed.
Application Requirements:
1.
All property owners wishing to install an irrigat ion meter must apply for approval from the Department of Public
Works.
Applications must be renewed annually.
2.
All new applications must include a plumbing plan, produced by a Massachusetts
(MA)
licensed plumber , showing
how and where the meter will be installed. The plan must be approved by the Superintendent of Utilities.
3.
All applications must state how the water will be used.
4.
No application will be approved for any property on which monies (taxes, fees, charges) are owed to the City of
Brockton.
5.
All fees must be paid at the time of applicat ion. The customer is responsible for all

The
price
of
the meter is determined by size. A service charge for installation, plus the cost of any necessary fitt ings, also
applies.
Installation Requirements:
1.
All meters must be compatible with the City's meter system and include a reading device.
2.
The Water Department will be responsible for providing and installing the meter, provided that all necessary
piping has been completed by a MA licensed plumber and the meter is located in an area protected from
outside element s. All maint enance,including on the service line between the water main and the meter, is
the responsibility of the property owner. Leaks must be repaired immediately.
3.
The irrigation meter must be located before and in immediate proximity to the primary meter. Valves must be
located immediately before and after the irrigation meter in proximity to the primary meter and must be equipped
with a pressure vacuum breaker (backflow device) to prevent contamination of the water system. The backflow
device must be inspected annually cost set by ordinance.
4. Hoses only may be connected to outside sill cocks exclusively for exterior use.
5.
Approval will not be granted until the meter is inspected by the Water Department.
6.
The meter can be shut off at any t ime due to inability to obtain a meter reading, misuse, or in the event of a City
water ban. Bypassing or tampering with a water meter is prohibited and subject to a penalty of $1,000.
Application Procedure:
1.
Fill out the application accurately and completely , including the section on meter use. You may type directly on
the form. If you require more space to explain your proposed usage, please attach a separate page. Sign the
form electronically, or print and sign.
2. Attach your plumbing plan, produced by a MA licensed plumber, to your application .
3.
Submit the application to the Water Department by email (DPWUtilities@cobma.us), by fax (508-580-7888,)or
in person at 39 Montauk Rd.
4. Pay the associated fees in person at 39 Montauk Rd. by cash, check, or money order. (We cannot accept credit
cards at this time.)
