The following criteria are intended to be guidelines for the applicant and the Zoning
Administrator in organizing and preparing pertinent data related to the requested General Plan
Amendment. Written responses and/or documentation of these issues will provide the hearing
authority with substantial evidence needed in reaching a decision. The applicant is responsible
for the completeness and adequacy of the information.
Identify goals, objectives, policies, and/or programs of the General Plan which are
supported or in conflict with the general amendment request.
Document any significant economic costs and/or benefits of the proposal.
Address compatibility of the proposed General Plan Amendment with adjacent land uses.
Identify any significant impacts of the proposal on traffic and circulation systems. The
degree of analysis should correspond to the magnitude of the proposed change.
Evaluate the adequacy of public service systems to accommodate the proposed General
Plan Amendment such as water supply and distribution systems, sewer treatment and
collection capacity, parks and recreation facilities, police, fire, solid waste disposal,
energy consumption, gas, electric, and telephone services. Where problems exist, explain
the development methods that would be applied to mitigate the conflict.
Demonstrate how the proposal is in the public interest.
The applicant may submit any additional materials which are pertinent to the request.
Upon review of the recommendation of the Planning and Zoning Commission, the Town Council
will consider all aspects of the General Plan amendment request before making a determination
to approve, conditionally approve, or deny the request. The ruling of the Town council will be
