You are hereby notified a meeting of the Woodbury County Board of Supervisors will be held August 21,
2018 at 4:30 p.m. in the Basement of the Courthouse, 620 Douglas Street, Sioux City, Iowa for the purpose
of taking official action on the agenda items shown hereinafter and for such other business that may properly
come before the Board.
This is a formal meeting during which the Board may take official action on various items of business. If you
wish to speak on an item, please follow the seven participation guidelines adopted by the Board.
1. Anyone may address the Board on any agenda item after initial discussion by the Board.
2. Speakers will approach the microphone one at a time and be recognized by the Chair.
3. Speakers will give their name, their address, and then their statement.
4. Everyone will have an opportunity to speak. Therefore, your remarks may be limited to three minutes
on any one item.
5. At the beginning of the discussion on any item, the Chair may request statements in favor of an
action be heard first followed by statements in opposition to the action.
6. Any concerns or questions you may have which do not relate directly to a scheduled item on the
agenda will also be heard under the first or final agenda item “Citizen Concerns.”

Patrick Poe
FOR hIS sErVICE TO WOODBURY COUNTY
WHEREAS, Patrick Poe has capably served Woodbury County as an employee
of the Sheriffs Department for 30 years from December 12, 1988 to August 31, 2018;
and
WHEREAS, the service given by Patrick Poe as a Woodbury County employee,
has been characterized by his dedication to the best interests of the citizens of
Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF
SUPERVISORS OF WOODBURY COUNTY, IOWA that the
undersigned members of this Board thanks and commends Patrick Poe for his years
of service to Woodbury County; and
BE IT FURTHER RESOLVED that it is the wish of all those signing below

Approval of Memorandum of Understanding Between FiberComm and Woodbury County
WCICC-IT is requesting approval of the Memorandum of Understanding (MOU) between FiberComm and
Woodbury County to use dark fiber between Courthouse and Law Enforcement Center (LEC).
FiberComm is the telecommunication provider for all of Woodbury County's facilities including the LEC. Today,
FiberComm has a presence in the Courthouse and they use copper lines between the 2 buildings to provide
service to the LEC. WCICC has spare dark fiber between the 2 facilities and FiberComm has asked to use a
pair of the fiber in lieu of the existing copper.
None.
WCICC-IT recommends the approval of the MOU between Woodbury County and FiberComm.
Discussion and action to approve the MOU using dark fiber between Woodbury County Courthouse and the
LEC.

Subject: Memorandum of Understanding to Use Dark Fiber Between Courthouse and Law Enforcement Center
FiberComm provides certain telecommunications services to the Woodbury County Courthouse (CH) located at 620
Douglas St., Sioux City, IA where FiberComm has constructed optical network facilities within. FiberComm
additionally provides certain telecommunications services to the Woodbury County Law Enforcement Center (LEC)
located at 407 7

St., Sioux City, IA. FiberComm does not possess optical network facilities within the LEC and
currently utilizes County copper cabling between the CH and LEC to provide services.
Woodbury County possesses dark “unused” single mode fibers between the CH and LEC. FiberComm desires to
utilize two County dark fibers to provide services to the LEC.
Therefore, Woodbury County and FiberComm agree to provide each with the following services.
FiberComm to Provide
All necessary materials, equipment, and labor to utilize the County’s dark fiber to provide telecommunications
services to the LEC and address any future needs of the LEC and agencies contained within.
Woodbury County to Provide
Two (2) dark single mode fibers between CH and LEC.
FiberComm’s use of the dark fibers is restricted to providing telecommunications to the LEC and agencies
contained within.
At the LEC; approximately 2’ x 2’ wall space in the lower level fiber room; and the use five (5) of existing
unused copper cabling pairs between basement fiber room and the first-floor telco room near the generator
room.
The initial term of this Memorandum of Understanding shall be twelve (12) months from August 1st, 2018 unless
terminated as provided below. Thereafter, it shall renew automatically on a month-to-month basis unless terminated as
provided below.
The term of this Memorandum of Understanding (whether initial or renewal) shall terminate on the first to occur of the
following:
1. Woodbury County discontinues telecommunications services with FiberComm for the LEC.
2. Either party may terminate this Memorandum upon 60 days written notice.
