You are hereby notified a meeting of the Woodbury County Board of Supervisors will be held November 29,
2016 at 4:30 p.m. in the Basement of the Courthouse, 620 Douglas Street, Sioux City, Iowa for the purpose
of taking official action on the agenda items shown hereinafter and for such other business that may properly
come before the Board.
This is a formal meeting during which the Board may take official action on various items of business. If you
wish to speak on an item, please follow the seven participation guidelines adopted by the Board for speakers.
1. Anyone may address the Board on any agenda item after initial discussion by the Board.
2. Speakers will approach the microphone one at a time and be recognized by the Chair.
3. Speakers will give their name, their address, and then their statement.
4. Everyone will have an opportunity to speak. Therefore, please limit your remarks to three minutes

Sealed Proposals will be received by the Woodbury County Board of
Supervisors at the County Board Administration Office, First Floor,
Woodbury County Courthouse, 620 Douglas Street, Sioux City, Iowa, until
3:30 p.m., Tuesday, December 20, 2016 as described in the drawings and
specifications thereof, now on file for public inspection at the Board of
Supervisors Office and at the offices of the Engineer.
All Bids shall be in accordance with Bid Documents prepared by Resource
Consulting Engineers, which documents are hereby incorporated into this
Notice by reference. Interested Contractors may obtain one copy of the
Bid Documents from the Engineers or Construction Manager upon payment of
a refundable deposit of $100 or approved Plan Deposit Card.
Each Bid shall be submitted on a form furnished by the Engineer, and must
be accompanied in a separate sealed envelope by Bid Security in the form
of a Cashier’s Check or Certified Check drawn on a solvent Iowa Bank, or
a Bid Bond executed by a corporation authorized to act as surety in the
State of Iowa. Bid Security shall be in an amount equal to five per cent
(5%) of the amount of the Bid, made payable to Woodbury County, Iowa.
Bid Security shall be forfeited to the Board of Supervisors as liquidated
damages in the event the successful Bidder fails or refuses to enter into
a Contract and furnish Bond, as specified, satisfactory to the Board of
Supervisors, assuring the faithful fulfillment of the Contract and the
payment of all just claims, within ten (10) days after acceptance of the
Bid.
At 2:00 PM on Tuesday, December 6, 2016, a recommended Pre-Bid meeting
will be held in the Board of Supervisors First Floor Meeting Room,
Woodbury County Court House, 620 Douglas St., Sioux City, Iowa.
Attendance at this meeting is recommended for all Contractors interested
in the project. All bids must provide the names of subcontractors from
each of the disciplines listed above who will be performing the work.
Failure to attend the Pre-Bid Meeting shall not relieve Bidders from
their obligation to become familiar with the Project site. Following the
meeting a tour of the Courthouse will be conducted and will start in the

At 4:40 PM on Tuesday, November 29, 2016, at the Board of Supervisors
Meeting in the lower level, Woodbury County Courthouse, a hearing will be
held on the proposed drawings, specifications, and form of contract for

Tuesday, December 20, 2016, at the Board of Supervisors’ Meeting in the
Basement of the Woodbury County Courthouse, the proposals will be opened
publicly and read aloud. The proposals will be acted upon by the
Woodbury County Board of Supervisors at their regular meeting on Tuesday,
December 20, 2016 or at some other time and place as may then be
established by the Board.
The Board of Supervisors reserves the right to reject any or all Bids,
re-advertise for Bids, or waive any formalities if they deem such actions
to be in the interest of Woodbury County.
Contracts will be awarded to the lowest responsible bidder on the basis
of a combination of the Base Bid and selected Alternate Proposals.

Boiler replacement is necessary due to current and past boiler failures. One of three boilers is currently in-operable.
The current system as designed only incorporates heating water return pumps. This design cycles boilers on/off repeatedly
contributing to shortened life expectancy. Recommendations include replacement of all boilers, pumps and re-piping configurations.
On October 18, 2016 the Board of Supervisors approved a Resource Consulting Engineers proposal to design drawings and
specifications which could be utilized in a bid process for the replacement of boilers at Siouxland District Health.
Drawings and specifications to seek bids have been completed.

Resource Consulting Engineers has provided a scope of engineering and design services as requested by Building Services.
The engineering and design services would identify and document existing steam trap locations, develop floor plan drawings
indicating equipment utilizing steam traps, and list schedules indicating service / replacement information necessary to procure bids.
The Trosper-Hoyt heating system has for th last several years been experiencing areas that have the inability to control space
temperatures due to non-functioning and unidentified steam trap locations.
Non-functioning or failed open steam traps contribute to wasted steam resulting in higher energy expense, while over heating
space. Failed closed steam traps will not allow space temperatures to be heated when necessary.

Dear Kenny,
I am pleased to present you with a proposal to provide Engineering Analysis and Design
Services for a Trosper-Hoyt Building Steam Trap Study and Service Project. I appreciate the
opportunity to provide this proposal, and look forward to helping Woodbury County with this
Project.
Based on preliminary discussions and review of available documentation, we understand that
the scope of the project is generally to survey and document existing steam traps within the
Trosper-Hoyt Building and to develop documents detailing the servicing or replacement of
these existing steam traps. The documentation produced may be utilized for future reference,
as it will indicate the location of all building steam traps, and will contain information related
to components required for steam trap servicing.
Scope of services:
Services to be provided:
Mechanical Survey and Documentation Services, including:
o Basic review of existing space mechanical systems, including layout,
capacities, etc.
o Development of floor plan drawings showing current building layout with
walls, doors and windows located (documents to be suitable for use as
backgrounds for mechanical and electrical drawings – no detailed
architectural drawings such as sections, elevations, door and window

schedules, etc. will be provided – existing electronic drawings will be
used to develop floor plans where available)
o Development of mechanical floor plan drawings showing locations of all
identified steam traps, along with equipment served:
o Review of documents with Woodbury County personnel and Baker Group
personnel as appropriate
o Production of drawings defining scope of work, including:
Floor plan drawings showing locations of steam traps and
equipment being served
Schedules for existing steam traps to be serviced, and new
steam traps to be installed
Details for service/modifications to steam traps as required to
document work

It is understood that the work of this project must be completed in a timely fashion, and that
the work may be completed as a Contract Change to the Woodbury County Courthouse – 2016
Steam Trap Service and Replacement Project. We will work to complete the work defined in
this proposal to allow for this work to be incorporated into the existing Courthouse Project.
Basic Services
We propose to provide the engineering services outlined above for a fixed fee of $7,500.
Additional services outside the scope defined in this proposal will be provided on an hourly
basis. No additional services will be provided without prior authorization from Woodbury
County. The hourly rates for staff expected to work on this project are as follows:
Mechanical Engineer/Project Manager - $130/hour
Electrical Engineer - $130/hour
Engineering Intern or Designer - $80/hour
Clerical - $40/hour

Motion to approve funding for the County migration to Office 365.
IT is in the planning stages of determining the feasibility of migrating County/City network clients to the Office
365 platform during FY17 or delay conversion for the County until FY18.
IT is vetting the feasibility of migrating all network clients from Office Professional to Office 365 during FY17. A
key element of the project is the eMail migration from Novell GroupWise to Microsoft Exchange. The City and
SDH have identified FY17 funding to facilitate their portion of the migration. All funding would be contingent on
contract review and approval by County/City Legal.
In working with the County Budget Analyst, funds amounting to $33,073 were identified from the County PC
Replacement fund and the WCICC-IT FY16 CIP.
WCICC-IT recommends the approval to reallocate CIP and PC Replacement funs for the Office 365 migration.

Letting date: December, 2016. Late Start Date: April 15, 2017. The existing bridge has been
posted for restricted loads due to deteriorating condition. This is a locally funded project paid from
the secondary road fund. A box culvert has been designed to replace the existing bridge and has
received Corps of Engineer approval and permitting. The project is scheduled to be completed in the
2017 construction season.
BRS-CO97(112)60-97, D25 Bridge over Whiskey Creek on Old Highway 141 west of Bronson.
Letting date: May, 2017. The bridge replacement project is a federal aid funded project with 80%
federal - 20% farm to market fund dollars paying the cost of construction. The bridge is scheduled to
be completed in the 2017 construction season. A new, 30’ wide continuous concrete slab structure
will replace the existing bridge.
FM-CO97(131)55-97, HMA resurfacing of County Route L37, Danbury Blacktop, from D38 to
Highway 20. Letting Date: April 18, 2017 at the Iowa DOT. This project will do cold in-place
recycling of the existing pavement followed by a 2 ½ to 3-inch hot mix asphalt overlay on top of the
recycled pavement. This project will be constructed in 2017.
BROS-CO97(129)55-97, Replacement of Bridge L275 on Union Avenue. Letting Date: June 20
2017 at the Iowa DOT. The bridge is programmed for replacement during FY 2017 with 80%
federal aid bridge replacement funds, 20% farm to market funds. This project will be constructed in
2017.
County Bridge L275 is on Union Avenue between 190
th
and 200
th
Streets. This summer’s
inspection of the structure has determined severe deterioration to the piling in the north pier that
requires that the bridge be closed as it is no longer safe to carry traffic. The bridge had been posted
10 tons prior to its closure. The bridge will be closed through the winter of 2016-2017 and for much
of 2017 until it is replaced.
Under Contract:
ER-CO97(125)58-97, Road slide repairs on D38 and D50. Letting date: April 19, 2016. Late
Start Date: July 25, 2016. Contractor: K and L Construction. Bid price: $199,613.00. This is the
final Emergency Relief/FHWA funded repair to our paved roads from flood damage experienced in
June 2014. This final project repairs 7 sites on D38 and 2 sites on D50. This is a federal aid funded
project with 80% federal - 20% farm to market fund dollars paying the cost of repair. The project is
complete.
L-B(D38)73-97, Bridge replacement on 120
th
Street between Emmett and Fayette Avenues.
Letting date: October 11, 2016. Late Start Date: April 15, 2016. Contractor: Dixon Construction.
Bid price: $397,114.00. The existing bridge has been closed pending replacement due to
deteriorating condition. This is a locally funded project paid from the secondary road fund. A
preconstruction meeting was held with the prime contractor on November 18
th
. The contractor plans
to start work the week of November 21, 2016. His traffic control is set up and has replaced the
county barricades. Removal of the existing bridge was completed this week. Shaping of the bridge
opening is the next task, followed by pile driving. The project is scheduled to be completed in the
2017 construction season.
L-B(X14)73-97, Bridge on 280
th
Street north of Danbury. Letting date: April 5, 2016. Late Start
Date: August 1, 2016. Contractor: Graves Construction. Bid price: $490,806.48. The existing
bridge was load posted and in deteriorating condition. Last summer, one of the timber wings for the
bridge failed resulting in the bridge being closed to traffic. This is a locally funded project from the
$1.3 million special projects levy paying the cost of construction.
The contractor has moved on site and started work. The existing bridge has been removed
and channel shaping in the bridge opening has started. Pile driving was completed last week on the
east pier. The pile encasements have also been poured on the east pier. Pile driving will start this
week on the west pier. Pile driving on the abutments will follow and this work is expected to
continue for the next three to four weeks.
L-B(L212)73-97, Bridge replacement on Story Avenue between 190

Streets. Letting
date: July 26, 2016. Late Start Date: September 26, 2016. Contractor: Dixon Construction. Bid
price: $238,096.50. The existing bridge is posted to a maximum 20 gross load and is in
deteriorating condition. This is a locally funded project paid from the secondary road fund. A box
culvert has been designed to replace the existing bridge and has been submitted for Corps of Engineer
approval and permitting. The project is scheduled to be completed in the 2017 construction season.
The board approved the contract at the August 16
th
board meeting. A preconstruction meeting wasw
held with the contractor on November 18
th
. He plans to move in yet this year and may complete the
box culvert construction this fall and winter. Road rebuilding will likely be completed in 2017,
unless favorable weather continues into January.
P-76 Box Culvert Extension, Culvert extension/bank repair on 255th Street near Hancock Avenue.
Letting date: September 20, 2016. Late Start Date: November 7, 2016. Apparent Low Bid:
Dixon Construction. Bid price: $107,799.00. Timber retaining walls supporting the road
embankment above a too short culvert have failed. The project will extend the culvert on both sides
of the road to support the embankment height. Project awarded by board and awaiting return of
contract. The contract has been approved by the Board.
The contractor moved in Monday, November 7
th
and has started work on the project. The
floor has been poured at both the outlet and inlet of the box. Walls and the top slab were poured last
week on the inlet of the structure. The outlet walls and slab remain to be poured. It had been hoped
that this would be done this week, but will likely be next week due to rainy weather the next two
days. This project should be completed this fall as long if weather conditions remain favorable.
FM-CO97(126)55-97, HMA resurfacing of County Route D22, Old Highway 20. Letting date:
September 20, 2016. Contractor: Knife River Midwest. Bid price: $2,060,532.31. The project
has been let by the Iowa DOT and we are awaiting bid tabulations and an award recommendation
from the Iowa DOT Office of Contracts. The project will overlay the existing pavement on county
road D22 from the intersection of K49 northeast of Lawton to approximately one half mile east of
Buchanan Avenue. Some cross road culverts will also be replaced as part of the project work. The
project will be paid for with county farm to market funds. Project work is likely to be done in early
2017, but could start in late 2016 if the contractor choses to do so. Contracts have been returned and
will be presented to the Board at their November 8
th
meeting for approval.
OTHER PROJECTS:
COUNTY BRIDGE B82
County Bridge B82 is on 140
th
Street between Kossuth and Lee Avenues. It was one of the
flood damaged structures from the June 18, 2016 flood event. Initially, we were going to try to
replace the east abutment bridge piling to reopen the bridge this fall, but since it would remain a
posted bridge
and it is scheduled for replacement in the 2017 construction season, we will be moving it forward in
our design schedule to replace it in whole, hopefully with a winter 2016-2017 letting. The result is
that the bridge will be closed through the winter of 2016-2017.
ORTON SLOUGH DRAINAGE DISTRICT
Work is starting this week on the Orton Slough Ditch cleanout. This work was let to contract
by the Board of Supervisors on behalf of the drainage district. The work is being done by L.A.
Carlson Construction. County staff members are staking the ditch alignment this week. The work
should take one to two weeks.
HASKELL AVENUE BRIDGE
The Board will be receiving quotes for removal of the existing Haskell Avenue Bridge in late
December. The bridge cannot be repaired as it has been shifted off its bearings by over 5 feet at the
south end. The remaining substructure acts like a trash rack in the stream and channel damage will be
minimized by removing the bridge prior to spring flooding. Removal of the bridge will not preclude
replacement of the bridge, if the board decides to replace the bridge.
The Board will need to discuss whether the bridge should be replaced. It is a very convenient
road for people from Moville that are headed north to LeMars or the north side of Sioux City. The
replacement structure will cost approximately $600,000 and I feel that this money could be better
spent replacing another bridge on the county system being that this project only saves approximately
½ mile of out of distance travel. This will be the Board’s choice as to whether the bridge is replaced
or the road is dead ended north of the McElheney Creek channel. The project will be discussed in
early 2017.
