Role and Responsibilities
SEMCOG is seeking an experienced and innovative manager to lead the Transportation Planning and
Programming group. The Manager of Transportation Planning and Programming, reporting to the
Director of Planning, plays a pivotal role in leading and coordinating SEMCOG’s planning initiatives
focusing on developing, maintaining, and implementing the Regional Transportation Plan and
Transportation Improvement Program, and guiding the direction of SEMCOG’s holistic approaches to
transportation and mobility planning.
Will develop, communicate, coordinate, and implement activities of the Transportation Planning and
Programming team, while maintaining and growing good working relationships with SEMCOG
members and partners, including FHWA, MDOT, and local road agencies and commissions. Provides
leadership, coaching and development to staff members. Supervises the work of assigned personnel,
including assigning and reviewing work, providing guidance, conducting performance evaluations,
making final decisions on hiring and disciplinary actions, evaluating program/work objectives and
effectiveness, and realigning work and staffing assignments, as needed.
The Manager of Transportation Planning and Programming will be experienced in understanding
trends and issues in planning and engineering, especially in transportation and mobility, and will lead
efforts to integrate innovative planning techniques into SEMCOG’s programming. This will include a
focus on inclusivity to ensure meeting the vision, All people in Southeast Michigan benefit from a
connected, thriving region of small towns, dynamic urban centers, active waterfronts, diverse
neighborhoods, premier educational institutions, and abundant agricultural, recreational and natural
areas.
The ideal candidate will be a proven, experienced collaborator and leader that thinks holistically in the
development and implementation of regional plans. Is experienced in various planning, engineering,
and programming areas including transportation and mobility, community and economic vitality,
environment and infrastructure, and intergovernmental affairs. Understands and leads staff in
congestion management, transportation funding and financing, freight, transportation infrastructure
asset management, operations planning, and innovative and forward-looking practices and initiatives
related to emerging technologies, electric, connected, and autonomous vehicles, transportation
demand management, transportation environmental mitigation, among others.
Experience and Qualifications
Bachelor’s degree from an accredited college or university in Planning,
Civil Engineering, Public Administration, or related field; Master’s
degree or certification preferred.
At least seven (7) years of professional experience in increasing responsibility
and/or supervisory experience.
Planning or engineering expertise to develop, manage, and oversee a complex work
program, across multiple stakeholder groups, that addresses the needs of the region and
local governments while meeting grantor agency requirements.
Demonstrated experience in providing team leadership and supervision and collaborating
across multiple departments and subject areas.
Extensive experience and an established network with State and Local Government agencies,
government partners, private sector, and regional leaders in Southeast Michigan.
Strong verbal and written communications skills, including the ability to work with and
communicate through various media.

multiple tasks, and be able to work cooperatively and collaboratively with internal staff.
Effective written, verbal, and presentation skills required, including a working knowledge of
Microsoft Office suite (Word, Excel, and PowerPoint).

Ability to monitor department budget and provide fiscal oversight to reach goals and
objectives.
Ability to make decisions that affect overall policies of the department or organization.
