Students who are not eligible for federal financial aid because of immigration status
Submit a residency affidavit through the Washington Application for State Financial Aid (WASFA)
at readysetgrad.wa.gov/wasfa.
Students who are eligible for federal financial because of citizenship or immigration status
Submit a hard copy of this affidavit—with an original signature on page 2—to your school.
Schools will not accept emailed or faxed forms.
Eligibility Requirements
To be eligible to sign this affidavit, students must meet all of the following conditions by the time
they begin college at a Washington college or university:
• Graduate from a Washington high school with a diploma, earn a GED, or earn a diploma
equivalent.
o High school graduates must finish their full senior year at a Washington high
school.
• Live in Washington for at least three consecutive years (36 consecutive months)
immediately before the date they earn a high school diploma, GED, or equivalent.
• Continuously live in Washington after the date they earn a high school diploma, GED, or
equivalent until admitted to college.
Background
Washington House Bill 1079 passed in 2003. It allows students who are eligible to sign this
affidavit to pay in-state (resident) tuition and fees at public institutions (RCW 28B.15.012(2)(e)).
Other Washington laws allow these students to meet residency requirements for state financial
aid programs. These programs have more requirements. For more information about state
