INSTRUCTIONS
Students using Department of Veterans Affairs (VA) education benefits are now eligible to receive in-state tuition rates,
provided that they meet the criteria set forth in the Choice Act. Please attach the following documentation and submit
to Enrollment Services:
Copy of Veterans DD-214 - Separated with an honorable discharge (Member 4 Copy)
Copy of COE (Certificate of Eligibility)
Photo ID
CRITERIA
Washington State is one of the 45 states in compliance with the Veterans Access, Choice, and Accountability Act of 2014
(Choice Act). Engrossed Substitute Senate Bill 5355 (ESSB 5355), signed by Governor Inslee on July 6, 2015, modified the
definition of a resident student to comply with Section 702 of the Choice Act. Students using Department of Veterans Affairs
(VA) education benefits are now eligible to receive in-state tuition rates, provided that they meet the criteria set forth in the
Choice Act. These criteria are:
A Veteran who lives in the state in which the institution of higher learning is located (regardless of his/her formal stat
e
o
f residence) and enrolls in the school within three years of discharge from a period of active duty service of 90 d
ays
or
more.
An individual using transferred benefits who lives in the state in where the institution of higher learning is located
(
regardless of his/her formal state of residence) and enrolls in the school within three years of the transferor’s discharge
from a period of active duty service of 90 days or more.
An individual using benefits under the Marine Gunnery Sergeant John David Fry Scholarship who lives in the state
in where the institution of higher learning is located (regardless of his/her formal state of residence) and enrolls in the
school within three years of the Service member’s death in the line of duty following a period of active duty service
of 90 days or more.
A person described above will retain covered individual status as long as he/she remains continuously enrolled (other than
during regularly scheduled breaks between terms) at the public institution of higher learning.
