Only courses that satisfy program requirements can be certified. There are some limitations on repeated courses. Tuition & Fees
will be pro-rated when reported to the VA if a course cannot be certified for any reason.
Your estimated VA benefits will NOT appear on your billing statements until the payment is received and processed by the
Billing Office. It is the student’s responsibility to follow up on the account if actual payments do not match estimates.
You may continue to receive e-mail notices from the Goucher Billing Office if a balance is due on your student account. It does
not necessarily mean that there is an issue with your VA benefit. The VA takes an average of 8 weeks to process payments.
If you withdrawal from a course after certification, you must notify our office and the Veterans Administration. The law prohibits
payment of veterans’ benefits for a course from which a student withdraws. This may result in the VA requesting that you give
money back for a course that was paid for, but not completed. For students using Chapter 33 Post 9/11 GI Bill benefits,
withdrawing from a course could cause a recoupment of your housing allowance (BAH).
Upon exhaustion of your VA benefits, you are solely responsible for paying any balance due to Goucher College. (Yellow Ribbon
participants who waived other institutional aid to participate in the Yellow Ribbon Program can have regular institutional
financial aid re-determined after exhausting any transferred months.)
If receiving benefits under the Post 9/11 GI Bill, you must be at least half-time to receive the Basic Allowance for Housing (BAH)
and the book stipend. (>6 credits for Undergraduates, and >4.5 credits for Graduate/Post-Bac Pre-Med.)
If you are a full-time student, you must be enrolled in at least 1 credit hour “in class” to receive the maximum housing
allowance. (Goucher Graduate Limited Residency students please note that your residency session and regular online course
sessions will be certified with the VA as separate “mini-terms”. This also impacts the items above and below.)
If you are exclusively in online classes, maximum pay is half of “in class” pay for full-time. BAH is prorated based on rate of
pursuit. For example, if you are an undergraduate in 7 credits, you are at 58% rate of pursuit and will be paid 60% of the full-
time BAH. The VA calculates your rate of pursuit from the beginning and ending dates of your courses.
