El Mirage Submittal Notes (If you have questions please call the City Engineering Division at 623-876-2939):
1. Traffic/Pedestrian control shall comply with the (Latest Editions) to MUTCD part 6, City of Phoenix Traffic Barricade
Manual, MAG Section 401, and any special conditions required by the City of El Mirage.
2. Two (2) working days’ notice is required for Traffic Control Plan (TCP) review. The City is closed on Fridays and is not
considered a working day.
3. All line items on this form must be completed; this form is to be submitted with the TCP.
4. The submitter/designer of this TCP shall be IMSA or ATSSA certified.
5. A copy of the accepted TCP shall be on-site at all times during construction and available for review by the City of El
Mirage.
6. The Project Superintendent is responsible for ensuring that all TCP setups and removals meet designated time restrictions.
7. All traffic control flaggers shall be properly trained, equipped and competent.
8. A lane closure will require the submittal of a Traffic Control Plan two (2) working days prior to implementation. A full
street closure will require 10 business days’ notice for the City of El Mirage and Variable Message Signs will have to be in
place six (6) business days before the road is closed, warning traffic of the closure. The contractor will also be required to
coordinate traffic control with any adjacent agencies that may be affected by the construction.
9. Law enforcement officers shall be required when any part of the TCP extends to within 300 feet of a signalized intersection.
Officers may be required for non-signalized construction areas at the discretion of the City of El Mirage.
10. During the PEAK TRAFFIC HOURS of 6:00 a.m. to 8:30 a.m. and 4:00 p.m. to 7:00 p.m., weekdays, TRAFFIC
RESTRICTIONS ARE NOT PERMITTED.
11. Variable Message Signs (VMS) boards are required as necessary.
12. Traffic diversions onto any unimproved shoulder shall be maintained for dust control and shall maintain a safe driveable
surface at all times.
13. Trench plating shall be required and installed per MAG Standard Detail # 211.
14. A TCP is required for shoulder work.
