BENEFITS OF JUSTICE BRIDGE

tion in inmate transports to court hearings.

accidents, inmate assaults and medical costs
while the inmate is in custody.

• Reduced escape potential, resulting in in-
creased public safety.
AAC's innovative Justice Bridge is a simple vid-
eo/audio communication tool for law enforce-
ment, state prisons and the judiciary. The pro-
gram improves courtroom safety and efciency
while providing potential advancements in pa-
role and probation processes. Visits and hear-
ings can be accomplished via teleconference.
Results include improved communication be-
tween county ofcials and law enforcement;
less travel for investigators interviewing in-
mates in distant facilities; and streamlined com-
munication between judges and prosecutors.

JUSTICE BRIDGE
Summary: The Justice Bridge system has improved jail communications, judicial efciency, and public safety in 26
counties, 16 state prisons and three Community Corrections facilities — all while saving money and manpower.
In 1986, the Association of Arkansas Counties (AAC) devel-
oped the AAC Risk Management Fund (RMF). Fifty-six coun-
ties participate in this self-funded, self-administered program.
RMF is a fund through which counties acting cooperatively can
manage their risk through good loss control practices and obtain
protection without paying for unneeded protection.
The AAC continuously looks for ways to limit counties'
liability and save them money. In partnership with Keystone,
AAC is addressing inefciencies in the transportation of prison-
ers between jail/prison and courtrooms. There is no need for a
sheriff's deputy to drive four hours across the state for an inmate
to spend 15 minutes in a courtroom. There also is no need for
the Arkansas Department of Corrections (DOC) or the Arkansas
Department of Community Corrections (ACC) to prepare an
inmate for transport. Every time an inmate is transported, the li-
ability for the county and the state increases — and public safety
is jeopardized.
AAC believes technology can assist the counties and state in
this endeavor. Certain counties have a video arraignment system
that connects the jail and the courtroom. Using that principle,
AAC has developed a statewide, secure network that includes cor-
rectional facilities.
The program is available only to RMF member counties.
A high-tech jail phone is the cornerstone of this program.
The jail phone enclosure is a vandal-proof 18x18x8 enclosure
is built by TWH Enterprises in Batesville. The 15-inch color
screen features a shatterproof display, and the phone is powered
by a small computer located inside the enclosure. Two locks
on the door prevent unauthorized entry into the enclosure. The
high-resolution camera is protected by Plexiglass to prevent lens
damage. The phone can be either wall mounted with the data
and power enclosed in conduit to prevent tampering, or it can be
installed on a cart for mobility.
AAC has installed phones in 16 DOC prisons and in three
ACC facilities at no cost to the state. Twenty-six counties are par-
ticipating in the program, and another 14 counties are preparing
their infrastructure for installation. Each of these counties will receive one jail phone, as well as video phones for
judges and attorneys in the courtroom.
