Temporary Traffic Control (Barricade) Permit
Application
Purpose
Required for the temporary partial or complete closure of a street, sidewalk or any other right-of-way (ROW) maintained
by the City of Birmingham; includes utility work, placement of debris dumpster, application of construction fencing,
scaffolding, barrels or any other construction related items in City ROW.
Timeline
1. Submit application to BDOT via email or in person
2. Pay fees online or in first floor of City Hall
3. Application processing at City Hall: up to 5 business days
a. Application must be approved by BDOT, and BPD and BFRS if complete street closure is requested
4. Permit issued at PEP permit desk

A temporary traffic control plan (TTCP) is required to be submitted with this application if a street lane or sidewalk is
completely blocked. For all other applications a simple site diagram is required. Photographs may be added for

Applicant Agrees to the Following:
1. It is the responsibility of any public agency, utility company, contractor or other organization performing work on a
street, sidewalk or other public ROW to install and maintain such traffic control devices which are required to
protect the traveling public.
2. Traffic control devices are defined as all signs, signals, markings, and devices placed on, over or adjacent to a
street, sidewalk or other public ROW to regulate, warn or guide traffic.
3. Applicant will defend, indemnify, and hold harmless the City of Birmingham its officers, agents, and employees
from any and all claims for damages or injuries to persons or property related to or arising out of the
aforementioned use.

4. Applicant will design, install and maintain traffic control devices in accordance with the latest version of the Manual
on Uniform Traffic Control Devices (MUTCD).
5. Applicant will maintain pedestrian and ADA accessibility throughout the period of time construction is underway
according to ADA, PROWAG and MUTCD standards.
6. Applicant will vacate the City’s Right-of-Way and restore the property to the same condition that existed prior to
granting the permit within seven (7) days of notice from the City to do so.
7. Applicant will provide full access for maintenance of any utilities located within the affected area.
8. Traffic control devices shall be set up prior to the start of construction or maintenance operations and shall remain
in place only as long as needed. Control devices shall be covered or removed when not applicable.
9. Every applicant will be required to place around openings, excavations, encumbrances or obstructions, such
barriers, barricades, lights, warning flags and danger signs as may be required by the MUTCD or by BDOT, to
protect the safety of the general public. During hours of darkness, adequate artificial lighting may be required to
call attention to the actual location of obstructions and hazards.
10. If a complete street closure is required, at least five working days advance notice is required with this application.
If an emergency necessitates complete closure then notice shall be given as soon as possible. The Birmingham Police
Department and Fire and Rescue Service shall be notified by telephone immediately.
11. The Applicant shall not use barricaded area of City ROW for storage or parking of vehicles belonging to the
Applicant or her/his employees.
12. Lighted Type 1 Barricades are required at exposed dumpster corners.
13. Street openings may be made by permit only.
14. Where existing signs or parking meters have to be removed, BDOT shall be notified 48 hours in advance, and the
cost for removal must be paid before work will be authorized.
15. The City reserves the right to stop all work on projects not in compliance with these regulations.
16. The applicant shall contact BDOT at least three business days prior to work so that underground traffic control
devices can be located and marked.
17. Applicant will obtain any and all other permits, variances, or approvals necessary for construction activities.
18. Applicant agrees to maintain the property including, but not limited to traffic signs, signals, poles, street lights,
parking meters, pavement markings, landscaping and irrigation, benches, trash cans and tables in the affected
area in the condition equal to or better than the condition at the time the permit is granted.
