Introduction
TarrantCountyannouncestheavailability offederalfundingundertheHOMEInvestmentPartnerships
Program(HOME).Proposalsarebeingsolicitedforthefollowing:
Development:Newconstructionofattainablehousing (singlefamilyormultifamily);
Development:Acquisitionandrehabilitationtopreserveattainablehousing(singlefamilyor
multifamily);and
CommunityHousingDevelopment
Organization(CHDO)operatingfunds.
TarrantCountymayawardupto$1,250,000forspecificproposals.Allorganizationsrespondingtothis
RFPmustsubmittheirfundingproposal(s),includingRequestForm(ExhibitA)andStatementof
Certification(ExhibitB)nolaterthan5:00PMonFriday,March12,2021.
Background
TheHOMEInvestmentPartnershipsProgram(HOME)providesformulagran ts toStatesandlocalities
thatcommunitiesuseofteninpartnershipwithlocalnonprofitgroupstofundawiderangeof
activitiesincludingbuilding,buying,and/orrehabilitatingattainablehousin gforrentorhomeownership.
HOMEisthelargestFederalblockgrantto
stateandlocalgovernmentsdesignedexclusivelyforthis
purpose.TheU.S.DepartmentofHousingandUrbanDevelopment(HUD)managesHOMEandthe
CommunityDevelopmentDepartmentadministersthesefundsonbehalfofTarrantCounty.
EligibleActivities
TarrantCountywillfundeligibleactivitiesinaccordancewiththeHOMEFinalRule(24CFRPart92)and
TarrantCounty’sConsolidatedPlan.Theseactivitiesandcostsareeligibleonlyifthehousingmeetsthe
propertystandardsin§92.251uponprojectcompletion.OnlyproposalswithintheTarrantCounty
consortiumoutsideofArlington,FortWorth,andGrandPrairiewillbeconsidered.TarrantCounty
reservestherighttorejectanyandallproposals.

AdditionalProjectRequirements
Pleasenotethisisnotacomprehensivelistofallprojectrequirements;however,itdoesprovide
guidanceonsomecommoncomponents.
Development
Paymentswillbemadeonareimbursementbasisonly(i.e.noupfrontpayme nts);
Applicantsarerestrictedfromundertakinganyphysi calorchoicelimitingactions,including but
notlimitedtopropertyacquisition,demolition,movement,rehabilitation,conversion,repair,or
constructionuntilsatisfactorycompletionofanenvironmentalreview,evaluationbyTarrant
Countystaff,andareceiptofReleaseofFundsfromHUDunderCFRPart58;
Developmentapplicationsmustbesitespecificasfunds can notbecommittedwithoutan
address.Evidencetheproposeddevelopmentispermittedunderexistingzoningandother
developmentrelateddocumentationmayberequired;
Requirementsforthedevelopmentand implementationofHOMEunderwritingandsubsidy
layeringmustbefollowed;
Incertaincases,apreliminaryorfirmfinancingcommitmentfromaprivatelenderorother
financingsourcemayberequiredpriortoaward;
Anindependentmarketanalysismayberequired,aswellasarecenttenantsurveydetailingthe
socioeconomiccharacteristicsofcurrenttenants,particularlyinthecaseofacquisitionand/or
rehabilitationprojects;
Everycontractforconstruction(rehabilitationornewconstruction)ofhousingthatincludes12
ormoreunitsassistedwithHOMEfundsmustcontainaprovisionrequiringthepaymentofnot
lessthanthewagesprevailinginthe
locality,aspredeterminedbytheSecretaryofLabor
pursuanttotheDavisBaconAct(40U.S.C.3141)toalllaborersandmechanicsemployedinthe
developmentofanypartofthehousing.Suchcontractsmustalsobesubjecttotheovertime
provisions,asapplicable,oftheContractWorkHoursandSafetyStandardsAct(40U.S.C.3701);
DevelopmentsthatinvolvetemporaryrelocationmustmeettherequirementsoftheUniform
RelocationAssistanceandRealPropertyAcquisitionPolicies
Actof1970.Projectsrequiring
permanentrelocationwillnotbeconsideredforfunding;and
Acquisitionand/orrehabilitationofexistinghousingdevelopmentsaresubjecttoleadbased
painttesting,particularlyinunitsbuiltpriorto1978.
CommunityHousingDevelopmentOrganization(CHDO)OperatingExpenses
Paymentswillbemadeonareimbursementbasisonly(i.e.noupfrontpayme nts);
Eligiblecostsincludesalaries,wages,andotheremployee comp ensationandbenefits;employee
education,training,andtravelrelatedtoHOME;rent,utilities,communicationcosts,taxes,and
insurance;equipment,materials,andsupplies;
CHDOsarerequiredtodemonstrateanyoperatingbudgetshortfallsduetoCOVID19for
requestsover$50,000;and
Thesefundsmaynotbeusedtopayoperatingexpe nsesincurred byaCHDOactingasa
subrecipientorcontractorunderthisprogram.

(proformaforDevelopmentonly);and
Projectmatchdescription,includingmatchcredits(pleasenote
TarrantCountyislocatedina
Presidentiallydeclareddisasterarea.HOMEfundsreimbursedbyTarrantCountybetween
October1,2019andSeptember30,2021willnothaveamatchrequirement).
TheorganizationmustbeavailableandabletopresenttheproposaltoTarrantCountystaffifrequested.
Thispresentationwould
covertopicsrelatedtotheproposalandmaybeexpanded.Therequestfora
presentationwouldbemadepriortocommittingfunds.
ConditionsandObligations
Organizationsmustbepreparedtomeetthefollowingconditionsandexecuteacontractincludingthese
provisions:
CertifythattheirinsurancecoverageisinaccordancewithTexaslawandsuchcoveragewill
remainineffectthroughouttheperiodofthecontractualagreement;
Agreetomaintainfinancialrecordsinaccordan cewith
GenerallyAcceptedAccountingPrinciples
(GAAP),soastosubstantiateallexpendituresmadeinconnectionwiththisproposaland/or
amendments;
Certifythattheirorganizationwillcomplywithallfederal,state,andlocallawsandserviceswill
berenderedwithoutdiscrimination;and

Demonstrateevidenceoforganizationalandfinancialstabilityandtheabilitytofundeligible
activitiespriortoseekingreimbursement.
CommitmentofFunds
Onceproposalsareselected,TarrantCountystaffmayrequestadditionalinformationpriortoexecuting
aCommitmentAgreementasrequiredbytheHOMERule.

COVID19WaiversandSuspensions
OnApril10,2020andasextendedonDecember4,2020,HUDprovidedguidance,necessarystatutory
suspensions,andregulatorywaiverstoenableparticipatingjurisdictions(PJs)affectedbytheCOVID19
pandemictouseHOMEfu ndstoaddressimmediatehousingneedsandtohelppreventthespreadof
thevirus.TarrantCounty
iscoveredunderamajordisasterdeclarationmadeunderTitleIVofthe
StaffordActandhassentwrittennotificationtotheCPDDivisionofitslocalHUDFieldOfficeregarding
theuseofallapplicablewaiversandsuspensions.
AdditionalInformation
Submissionofproposalsfromallqualifiedapplicantsisencouraged.Duetolimitedgrantfunding,
TarrantCountyreservestherighttofundonlyaportionoftheproposedproject.TarrantCountyalso
reservestherighttorejectanyorallproposals.
Theprospectiveapplicantcertifiesbysubmissionoftheirproposalthatneither
itnoritsprincipalsare
presentlydisbarred,suspended,proposedfordebarment,declaredineligibl e, orvoluntarilyexcluded
fromparticipationinthistransactionbyanyfederal,state,orlocaldepartmentoragency.Anyparty
conductingbusinesswithHOMEfundsaspartoftheeligibleactivitiescannotbelistedonthefederal
debarred
