Introduction

TarrantCountyannouncestheavailability offederalfundingundertheHOMEInvestmentPartnerships

Program(HOME).Proposalsarebeingsolicitedforthefollowing:

 Development:Newconstructionofattainablehousing (single‐familyormultifamily);

 Development:Acquisitionandrehabilitationtopreserveattainablehousing(single‐familyor

multifamily);and

 CommunityHousingDevelopment

Organization(CHDO)operatingfunds.

TarrantCountymayawardupto$1,250,000forspecificproposals.Allorganizationsrespondingtothis

RFPmustsubmittheirfundingproposal(s),includingRequestForm(ExhibitA)andStatementof

Certification(ExhibitB)nolaterthan5:00PMonFriday,March12,2021.

Background

TheHOMEInvestmentPartnershipsProgram(HOME)providesformulagran ts toStatesandlocalities

thatcommunitiesuse–ofteninpartnershipwithlocalnonprofitgroups–tofundawiderangeof

activitiesincludingbuilding,buying,and/orrehabilitatingattainablehousin gforrentorhomeownership.

HOMEisthelargestFederalblockgrantto

stateandlocalgovernmentsdesignedexclusivelyforthis

purpose.TheU.S.DepartmentofHousingandUrbanDevelopment(HUD)managesHOMEandthe

CommunityDevelopmentDepartmentadministersthesefundsonbehalfofTarrantCounty.

EligibleActivities

TarrantCountywillfundeligibleactivitiesinaccordancewiththeHOMEFinalRule(24CFRPart92)and

TarrantCounty’sConsolidatedPlan.Theseactivitiesandcostsareeligibleonlyifthehousingmeetsthe

propertystandardsin§92.251uponprojectcompletion.OnlyproposalswithintheTarrantCounty

consortiumoutsideofArlington,FortWorth,andGrandPrairiewillbeconsidered.TarrantCounty

reservestherighttorejectanyandallproposals.

AdditionalProjectRequirements

Pleasenotethisisnotacomprehensivelistofallprojectrequirements;however,itdoesprovide

guidanceonsomecommoncomponents.

Development

 Paymentswillbemadeonareimbursementbasisonly(i.e.noupfrontpayme nts);

 Applicantsarerestrictedfromundertakinganyphysi calorchoice‐limitingactions,including but

notlimitedtopropertyacquisition,demolition,movement,rehabilitation,conversion,repair,or

constructionuntilsatisfactorycompletionofanenvironmentalreview,evaluationbyTarrant

Countystaff,andareceiptofReleaseofFundsfromHUDunderCFRPart58;

 Developmentapplicationsmustbesite‐specificasfunds can notbecommittedwithoutan



address.Evidencetheproposeddevelopmentispermittedunderexistingzoningandother

development‐relateddocumentationmayberequired;

 Requirementsforthedevelopmentand implementationofHOMEunderwritingandsubsidy

layeringmustbefollowed;

 Incertaincases,apreliminaryorfirmfinancingcommitmentfromaprivatelenderorother

financingsourcemayberequiredpriortoaward;

 Anindependentmarketanalysismayberequired,aswellasarecenttenantsurveydetailingthe

socioeconomiccharacteristicsofcurrenttenants,particularlyinthecaseofacquisitionand/or

rehabilitationprojects;

 Everycontractforconstruction(rehabilitationornewconstruction)ofhousingthatincludes12

ormoreunitsassistedwithHOMEfundsmustcontainaprovisionrequiringthepaymentofnot

lessthanthewagesprevailinginthe

locality,aspredeterminedbytheSecretaryofLabor

pursuanttotheDavis‐BaconAct(40U.S.C.3141)toalllaborersandmechanicsemployedinthe

developmentofanypartofthehousing.Suchcontractsmustalsobesubjecttotheovertime

provisions,asapplicable,oftheContractWorkHoursandSafetyStandardsAct(40U.S.C.3701);

 DevelopmentsthatinvolvetemporaryrelocationmustmeettherequirementsoftheUniform

RelocationAssistanceandRealPropertyAcquisitionPolicies

Actof1970.Projectsrequiring

permanentrelocationwillnotbeconsideredforfunding;and

 Acquisitionand/orrehabilitationofexistinghousingdevelopmentsaresubjecttolead‐based

painttesting,particularlyinunitsbuiltpriorto1978.

CommunityHousingDevelopmentOrganization(CHDO)OperatingExpenses

 Paymentswillbemadeonareimbursementbasisonly(i.e.noupfrontpayme nts);

 Eligiblecostsincludesalaries,wages,andotheremployee comp ensationandbenefits;employee

education,training,andtravelrelatedtoHOME;rent,utilities,communicationcosts,taxes,and

insurance;equipment,materials,andsupplies;

 CHDOsarerequiredtodemonstrateanyoperatingbudgetshortfallsduetoCOVID‐19for

requestsover$50,000;and



Thesefundsmaynotbeusedtopayoperatingexpe nsesincurred byaCHDOactingasa

subrecipientorcontractorunderthisprogram.

TheorganizationmustbeavailableandabletopresenttheproposaltoTarrantCountystaffifrequested.

Thispresentationwould

covertopicsrelatedtotheproposalandmaybeexpanded.Therequestfora

presentationwouldbemadepriortocommittingfunds.

ConditionsandObligations

Organizationsmustbepreparedtomeetthefollowingconditionsandexecuteacontractincludingthese

provisions:

 CertifythattheirinsurancecoverageisinaccordancewithTexaslawandsuchcoveragewill

remainineffectthroughouttheperiodofthecontractualagreement;

 Agreetomaintainfinancialrecordsinaccordan cewith

GenerallyAcceptedAccountingPrinciples

(GAAP),soastosubstantiateallexpendituresmadeinconnectionwiththisproposaland/or

amendments;

 Certifythattheirorganizationwillcomplywithallfederal,state,andlocallawsandserviceswill

berenderedwithoutdiscrimination;and

COVID‐19WaiversandSuspensions

OnApril10,2020andasextendedonDecember4,2020,HUDprovidedguidance,necessarystatutory

suspensions,andregulatorywaiverstoenableparticipatingjurisdictions(PJs)affectedbytheCOVID‐19

pandemictouseHOMEfu ndstoaddressimmediatehousingneedsandtohelppreventthespreadof

thevirus.TarrantCounty

iscoveredunderamajordisasterdeclarationmadeunderTitleIVofthe

StaffordActandhassentwrittennotificationtotheCPDDivisionofitslocalHUDFieldOfficeregarding

theuseofallapplicablewaiversandsuspensions.

AdditionalInformation

Submissionofproposalsfromallqualifiedapplicantsisencouraged.Duetolimitedgrantfunding,

TarrantCountyreservestherighttofundonlyaportionoftheproposedproject.TarrantCountyalso

reservestherighttorejectanyorallproposals.

Theprospectiveapplicantcertifiesbysubmissionoftheirproposalthatneither

itnoritsprincipalsare

presentlydisbarred,suspended,proposedfordebarment,declaredineligibl e, orvoluntarilyexcluded

fromparticipationinthistransactionbyanyfederal,state,orlocaldepartmentoragency.Anyparty
