2. The gates have a set opening and closing time to be worked out between Police and
Mr. Carney;
3. That there be some means of stopping the cars as they enter the Fairgrounds, to be
worked out between the Police Department and Mr. Carney;
4. That two platoons of four officers are assigned to the parking lot area;
5. That secondary security should not be responsible for all of the security at the venue;
6. That the police officers stay on scene until everyone is gone; and
7. That all cars are turned off with the radios off once they are parked.
8. There be twelve (12) police details beginning at 9:00 a.m. and will remain until
everyone has left the premise;
9. The police details will be paid by the Brockton Fair Caterers, Inc.; and
10. The Entertainment will stop promptly at 8:00 p.m.
Commissioner McDuffy stated he feels it is important to have the police patrolling different
areas to ensure that the people keep the noise levels down.
Councillor Cruise stated that one of the years when he had gone there, he spoke with the
detail cop who told him they were there for details and not to enforce the licensing
requirements and indicated he didn’t even know what the license was for. Councillor Cruise
stated he wants to make sure that the police are aware of what is approved and have copies
of the Commission’s decision.
Chairman Tartaglia stated Lieut. LeGrice usually handles the licensing enforcement. Ms.
Tucker reviewed that copies of the decision are sent to the Commissioners, the Chief, Lieut.
LeGrice and Lieut. Barry. They have always gone over to the police department so there
shouldn’t be any confusion as to what the Commission requires.
Everyone agreed that it has been better over the past couple of years and Councillor Cruise
stated that he and Councillor Monahan would not object to the event with the stipulations
listed.
A motion was made by Commissioner McDuffy to approve the event with the stipulations
provided. The motion was seconded by Commissioner DeAndrade and made unanimous by
vote of Chairman Tartaglia.
(c) Mr. Boyle stated that they run the 5K inside the fairgrounds and have lights set up to
glow. Hours will be 6:00 p.m. to 11:00 p.m. and after the run they have a disc jockey
and band set up.
Councillor Cruise stated it is not a bad crowd and would not object to the request. He
reminded Mr. Boyle and Mr. Carney that if it starts to get loud, they should make them
lower the level.
