You must apply for a Super Heavy Permit if one of the following conditions exists:
The vehicle and load exceeds 254,300 pounds Gross Vehicle Weight (GVW);
The vehicle and load exceeds 200,000 pounds GVW, but does not exceed 254,300 pounds GVW with less than 95
feet of axle spacings;
The axle group weights exceed maximum permissible weights.
Cranes and Well Servicing units that do not qualify for General Single-Trip permits and do not meet the criteria of
Appendix B of Texas Administrative Code, Subchapters D or E.
Instructions for completing Super Heavy Permit forms
Applicants must submit initial requests for Super Heavy Permits by facsimile on Form MCD-305a, Super Heavy
Request Form (page 2), and MCD-305b, Super Heavy Request Form - Weight Sheet (page 3).
Prior to obtaining a Super Heavy Permit, an applicant must have:
An active TxDMV Number, or
An active USDOT number and has complied with Unified Carrier Registration.
Specific beginning and ending points relative to state-maintained highway intersections must be included on
Form MCD-305a.
A detailed loading diagram depicting the load on the hauling equipment must be submitted with Form MCD-305a
and MCD-305b.
Form MCD-305a must show the exact number of loads that will be moved on the proposed route (must match
the submitted Certification Regarding Agreement to Transport Super Heavy Load(s) (Form MCD- 305 SH CERT).
A copy of the signed and completed Certification Regarding Agreement to Transport Super Heavy Load(s) (Form
MCD-305 SH CERT). (Companies transporting their own equipment may leave the shipper information and the
shipper/logistics company certification fields blank on Form MCD-305 SH CERT.)
Applicant must indicate which non-departmental engineer (approved by TxDOT see page 5, item #2) will be used
to perform the bridge analysis and make recommendations to the TxDOT Bridge Division. TxDOT Bridge Division
engineers will verify the analysis and recommendations before a determination can be made concerning permit
issuance or denial. Fees charged by non-departmental engineers are the applicant's responsibility.
After receiving notification from the Motor Carrier Division (MCD) that all final approvals have been obtained,
the applicant must complete and submit Forms MCD-305a and MCD-305c.
Loads may be required to be weighed at the discretion of the TxDOT Bridge Division.
Motor Carrier Division Responsibilities:
After receiving Form MCD-305a, MCD-305b, MCD-305 SH CERT, and accompanying documentation, MCD will
select a tentative route in cooperation with the permit applicant and the districts the proposed route travels
through. MCD will collect information on all TxDOT bridges on the proposed route prior to sending it to a non-
departmental engineering firm hired by the applicant and approved by TxDOT.
MCD will collect information regarding roadways on the proposed route on all loads exceeding 800,000 pounds
GVW or 500,000 pounds GVW and exceeding 6,000 pounds per tire load to submit to TxDOT's Construction -
Pavements Division for analysis. Their approval is required before a permit can be issued. This analysis will be
performed simultaneously with the non-departmental engineer analysis.
The applicant will be notified by MCD once all final approvals are received.
Applicant Responsibilities:
Note: The Super Heavy permitting process takes six to eight weeks to complete.
