Solar Panel Installation
Requirements
Solar panels are regulated by the State of Oregon Structural Specialty Code. An on-line view-only
version
of the code is available at: http:
//www.bcd.oregon.gov/programs/online
codes.html.
Solar panel installations will require structural and electrical
permits.
Electrical permits can be obtained through Hood River County Building Department
(541-386-1306).
Installations complying with prescriptive path requirements (see 2014 OSSC Section 3111) are
required
to complete and submit the attached checklist along with the structural permit application. The flat
rate
structural permit fee for those permits is $150 + 12% state
surcharge.
One (1) inspection is included
with
this
permit.
Installations not complying with the prescriptive path requirements will require plans prepared and
stamped by an Oregon registered engineer to be submitted along with the structural permit
application.
Permit and plan review fees for those installations will be based on the valuation of the
elements for
the
solar panels
,
including racking, mounting elements, rails, and the cost of labor to install.
The cost of
the
solar electrical equipment including collector panels and inverters shall be excluded from
the
permit
valuation. Three (3) inspections are covered under these fees with additional inspections
charged at an hourly
rate.
