Since the advent of the “recycling law,” the
Municipal Waste, Planning, Recycling and Waste
Reduction Act (Act 101) that was enacted in 1988,
we have attained a recycling rate in Bucks County
of about 35 percent. The legislation addresses the
residential recycling of paper, food and beverage
containers (glass, aluminum, steel and plastic)
and many materials generated in commercial
establishments. However, there are still many
products and materials that can be reused and
recycled that are not addressed by the legislation.
The Bucks County Recycling Guide was first
published in 1997 during a time when recycling
efforts had attained great success. Curbside
recycling programs were in place and the amount
of material being discarded into the municipal
waste stream was significantly reduced. As a
result, many people were searching for ways to
divert even more material from the waste stream
that were not typically part of the curbside
programs. In response to these inquiries, this
guide was developed to provide suggestions that
would aid in the reuse and recycling of many
products and materials. These materials typically
require the ‘owners’ to take it upon themselves to
locate a facility or program that will accept such
items for reuse or recycling. This guide was
designed to assist them in doing that.
This update to the Bucks County Recycling Guide
seeks to include new information on where many
products and materials may be taken for reuse or
recycling. Whether measuring by the number of
units or total weight, one waste category in
particular has increased at a greater rate than any
other - electronics. Old computers and their
peripherals, televisions, and cell phones are being
disposed of at an alarming rate. The National
Safety Council estimated that at the end of 2007,
Americans will have discarded as many as 500
million computers. Due to the hazardous
components in many electronics, most notable
being lead, old computers and portable televisions
should also be recycled responsibly.
Many household materials are considered
hazardous and are no longer permitted to be
disposed in the local landfill. Therefore, individuals
who chose to purchase these materials need to
accept some of the responsibility for their proper
disposal. Whether it is that next computer, cell
phone, or a non-recyclable helium tank to fill a
bouquet of party balloons, the ultimate disposal of
that product should be considered prior to its
purchase. We cannot expect that “they” will
provide a ready means of disposal for a product
just because its owner is ready to dispose of it.
There may not always be a readily available
facility to accept our particular waste.
Introduction

The Bucks County Recycling Guide is
designed to provide information and ideas on
how and where to properly recycle, or dispose
of, if appropriate, a variety of materials
typically generated from residences that, at the
very least, are reusable or recyclable, but may
also have potentially harmful impacts on the
environment if they are simply thrown into the
regular trash.
Included in the guide is information about:
what to do with old motor oil and antifreeze
what to do with old tires
what is the best way to handle
“sharps” (syringes) produced in the home?
what should I do with my old computer?
should I recycle all household batteries?
how to properly dispose of old appliances
what to do with a variety of other hard to
recycle items
It is not expected that this guide will provide
the answer for every possible material that is
destined to be disposed of in residential trash.
But it will help in providing some direction on
how to handle many of these products and
materials.
The information will provide you with some
specific ways to recycle materials that may have
been considered non-recyclable as well as cause
the reader to reevaluate their current buying
habits. A review of this guide will also show that
some items, due to their hazardous
characteristics, need to be stored until the next
household hazardous waste collection program.
Which only serves to emphasize the need to buy
only as much product as you need for the job at
hand.
The guide is set up alphabetically by type of
disposal item category. It must be noted that
regulations and specific vendors may change
periodically so it is always best to call or utilize the
internet to verify that a specific vendor or facility is
still accepting items and if a fee is applicable.

In 1996, the US Congress changed the production of batteries with the “Mercury-Containing and
Rechargeable Battery Management Act.” According to the Pennsylvania Department of
Environmental Protection, Alkaline and Zinc Carbon battery types fall below Federal and State
hazardous waste standards allowing them to be disposed of in the regular trash.

There is no site or facility in Bucks County where a resident can take products such as poisons
(insecticides, herbicides), solvents (gasoline, kerosene, paint thinner), oil-based paint, etc. for proper
disposal. The company at the scheduled Household Hazardous Waste (HHW) Collection days are
regulated such that they are not permitted to accept material transported to their facility by the
public. It is suggested that someone who has HHW, and must get rid of it now, find a friend or
relative who is willing to accept the material for the purpose of using it or storing it until a future
collection event.

Why bring your household hazardous wastes to a scheduled event?
There is no dedicated drop off facility in Bucks County that accepts Household Hazardous Waste (HHW). If you cannot
attend a county collection event, please consider asking a friend or neighbor to take the items to the event for proper
disposal. HHW events will be held at different locations throughout the county on specified days from Spring to Fall.
This program is a community service to the residents of the four Southeastern Pennsylvania County Region (Bucks,
Chester, Delaware, Montgomery, and Philadelphia counties) only and is not open to businesses, institutions, or industry.
The counties of Bucks, Delaware, Chester, Montgomery and the City of Philadelphia continue to partner together to host
approximately 30 HHW events every year. The regional partnership allows residents of each county the opportunity to
attend any of the events hosted in the region. It also allows the five-county region to acquire the best possible price per
pound, which in turn, saves valuable taxpayer dollars. In 2010, this regional partnership collected close to 3 million
pounds of HHW, of which Montgomery County accounted for about 1 million of that total alone.
Household products containing toxic chemicals, like pesticides, oil-based paints, solvents, cleaning products, weed
killers and automotive batteries can be a threat to people and the environment if improperly discarded. Never throw
these materials into the trash, as the toxic chemicals may harm sanitation workers, or result in fires in collection vehicles.
It is also not safe to pour them into a sink or storm drain as they can end up in the environment polluting the air, water, or
soil.

Mailing Lists
To reduce unwanted mail, sign up
with the free Mail Preference Service,
a free service operated by the Direct
Marketing Association (DMA),
www.dmaconsumers.org. They will
instruct their members to remove
your name from their lists, and within
a few months the advertising mail
you receive should decrease. Please
note that MPS will not affect most
mail addressed only to “RESIDENT”
or “OCCUPANT”, advertisements
from local companies, or mail from
companies with which you already
do business. To be removed from
these lists you will have to contact
the company directly.
To remove your address from mail
solicitation lists, send a short letter
that includes your name, address,
city, state, zip code and your
signature to:

Since 1997, the major credit reporting
companies have offered an “opt-out”

credit reporting companies
TransUnion, Equifax, and Experian
or call (888) 567-8688. You will
be given the choice to opt out for two
years or permanently. If you choose
the latter, you will be mailed a Notice
of Election to opt out permanently,
which you must sign and return to
activate your permanent opt out.
Do Not Call Lists
To have your phone number placed
on the Pennsylvania “Do Not Call”
list, call (888) 777-3406, or go to the
website at www.nocallsplease.com.
The site will explain enrollment and
enforcement.
The Federal Trade Commission
requires that telemarketers honor
“Do Not Call” requests for ten
years.
Financial penalties for telemarketers
who violate these requests can range
up to $10,000.
Unsolicited E-Mail
The Direct Marketing Association
recently launched a new E-Mail
Preference Service to help
reduce unsolicited commercial
e-mails, or “spam”.
To opt out of receiving unsolicited
commercial e-mail, use the DMA’s
online registration form at
www.e-mps.org. Your request will
remain in effect for one year.
The Pennsylvania Attorney General
has established a website to educate
consumers and to assist them in
reporting possible violations of this
new law:

complaint forms to report “junk” e-
