Please refer to the Guidance Notes Below
This scheme enables a local authority to grant an automatic 50% mandatory reduction on the
rates bill for the sole post office or general store which has a rateable value of not more than
£8,500 and for the sole public house or petrol filling station which has a rateable value of not more
than £12,500 and which is located within a rural settlement which lies within a rural area
designated by the Secretary of State. The authority may also consider granting up to a further
50% discretionary relief to the post office or general store.
In addition, the authority may consider granting up to 100% discretionary relief to any other
business in the defined rural settlement with a rateable value up to £16,500 and whose purposes
are of benefit to the local community.
The overall intention of the scheme is that, by assisting certain businesses with their non-domestic
rates, the amenities available to rural communities are safeguarded and the fabric of village life is
preserved. When assessing a business for the award of discretionary relief the Council must
consider the interests of the Council Tax payers in the borough as a whole.
