On-Line Permitting User Declaration
Building & Development Review Services Building Division requires that the licensed qualifier execute the
following legal declarations. The qualifier will need to complete all required information, sign and return the original
declaration to 440 Court St., Clearwater, Florida 33756, via e-mail to
blddiweb@pinellascounty.org or fax to 727-
464-3886.
On-Line Permitting is an optional internet service provided by Accela, Inc. and Pinellas County, Florida. This internet
service is provided without additional convenience fees or merchant account fees charged by Accela or the County.
The permit fees associated with the issuance of a permit are the same as those assessed if the permit was obtained
directly from the County Building Division. Should a refund be required, Pinellas County will issue a check in the
name of the qualifier listed below or the Business name as registered with the Building Division. A charge back to
the user’s credit card is not available.
General Conditions:
On-Line Permitting is available for those permits that do not require any discretionary approvals or plan review by
Pinellas County. If, subsequent to the issuance of an On-Line Permitting permit, the Building Official determines that
plans or other reviews are required for the work to be undertaken, the Building Official may revoke the permit or
suspend the permit until such time as proper reviews and approvals are obtained. As the Applicant I understand I
will be given written notice of any such revocation or suspension. Such written notice shall be in the form of
electronic mail to the electronic mail address provided below.
I understand that the issuance of an On-Line Permitting permit shall not serve to allow other un-permitted
construction; construction not properly identified within the permit application, improper occupancies, additional
dwelling units, unauthorized land uses not otherwise legally established, or any violation of the Florida Building
Code. All On-Line Permitting Permits are subject to review and approval by Pinellas County Building Division.
All work authorized by an On-Line Permitting permit must comply with all applicable state and local statutes,
ordinances, rules, regulations, and codes. All work authorized by a permit is subject to inspection. Required
inspections may be requested through the On-Line Permit Manager or by calling the Pinellas County Interactive
Voice Response System (IVR) inspection scheduling number: (877)-610-1418. Access must be provided for
inspection purposes.
Permits shall automatically EXPIRE and become void if work is not commenced within 180 days following the date
of issuance, or if work is suspended or an inspection is not approved within 180 days from the date of issuance. The
applicable fees for re-instatement will apply.
I certify that I have read the information and conditions of my receiving and issuing permits using the On-Line
Permitting system. I agree to comply with all applicable state and local statutes, ordinances, rules, regulations, and
codes relating to construction, and authorize representatives of Pinellas County, Florida to enter upon the property
for inspection purposes.
