Dear Mr. Williams:
By way of this letter and the attached permit application, the Town of Hilton Head Island
requests a modification of Permit Number 2014-00680-1W. Specifically, we request that the
permit be modified to accommodate the placement of approximately 250,000 cubic yards of sand
along about 6,800 ft of Atlantic Ocean shorefront as an emergency measure to replace losses that
occurred during the passage of Hurricane Matthew. Fill placement will be located immediately
north of the northern limit of the South Beach segment of the 2016 Beach Renourishment Project
(P/N #SAC 2014-00680-1W) along an area of the island known as South Beach Lane. The fill
will extend approximately 6,800 feet, from beach monitoring station HHI-04 to about 1,000 ft
north of HHI-06 (See attached permit drawings).
It is important to note the following:
a. The 250,000 cy of additional sand will be derived from the currently permitted
Barrett Shoals offshore borrow area (P/N #SAC 2014-00680-1W). That is, the
currently permitted offshore borrow area does not need to be expanded to
accommodate the requested increase in sand volume that will be placed on the
beach. As is typical, the offshore borrow areas for the Hilton Head Island
renourishment were designed and permitted with contingency volumes that are
greater than that expected to be required on the beach.
b. This permit was previously amended to increase the total allowable sand
placement volume from 2.0 million cubic yards to 2.3 million cubic yards. That
amendment was approved on September 1, 2016. Subsequent to the passage of
Hurricane Matthew, a permit request was submitted (November 8, 2016) to
increase the total allowable sand placement volume from 2.3 million cubic yards
to 2.8 million cubic yards. That request is currently pending approval. This
modification requests seeks to further increase the total allowable sand placement
volume from 2.8 million cubic yards to 3.05 million cubic yards.

Attached to this transmittal is a permit modification reflecting a 6,800-ft expansion of the
permitted fill limits and placement of an additional 250,000 cy of sand beyond the 2.8 Mcy total
allowable sand placement volume that is pending approval.

The proposed project will include the placement of approximately 250,000 cubic yards (cy) of
sand along about 6,800 ft of Atlantic Ocean shorefront as an emergency measure to replace
losses that occurred during the passage of Hurricane Matthew. Hurricane Matthew impacted
Hilton Head Island between October 7 and 9, 2016, as the Category 2/3 Hurricane traveled
northward just offshore of the island on October 8, 2016.
Fill placement will be located immediately north of the northern limit of the South Beach
segment of the 2016 Beach Renourishment Project (P/N #SAC 2014-00680-1W) along an area
of the island known as South Beach Lane. The fill will extend approximately 6,800 feet,
generally between beach monitoring station HHI-04 and a point located between HHI-06 and
HHI-07.
Sand for this project will be sourced from within the limits of the already-permitted Barrett
Shoals offshore borrow area (P/N #SAC 2014-00680-1W). Sand will be dredged using an ocean-
certified hydraulic cutter-suction pipeline dredge and pumped hydraulically through a pipeline
between the borrow areas and the beach for eventual placement, grading, and shaping. The sand
will be shaped into a typical beach fill construction berm configuration with a maximum upper
berm elevation generally equivalent to the adjacent ambient beach elevations. Berm widths will
vary. The seaward slope of the construction berm will have a consistent and uniform initial slope
of 1V:20H.
The purpose of the project is to replace sand lost during Hurricane Matthew and reestablish the
protective stable beach and dune that existed conditions along this reach of shoreline prior to
Hurricane Matthew. This work must be constructed as soon as possible as the upland areas
along this portion of the island are vulnerable to additional erosion and storm impacts due to the
sand losses that occurred during Hurricane Matthew. This sand, coupled with the beneficial
alongshore transport of renourishment sand placed to the north (the Central Atlantic segment of
P/N #SAC 2014-00680-1W), should be sufficient to sustain this area of shoreline on the same 8
to 10 year renourishment interval as the rest of the island.

will extend approximately 6,800 feet, from beach monitoring station HHI-04 to about 1,000 ft
north of HHI-06 (See attached permit drawings).
It is important to note the following:
a. The 250,000 cy of additional sand will be derived from the currently permitted
Barrett Shoals offshore borrow area (P/N #SAC 2014-00680-1W). That is, the
currently permitted offshore borrow area does not need to be expanded to
accommodate the requested increase in sand volume that will be placed on the
beach. As is typical, the offshore borrow areas for the Hilton Head Island
renourishment were designed and permitted with contingency volumes that are
greater than that expected to be required on the beach.
b. This permit was previously amended to increase the total allowable sand
placement volume from 2.0 million cubic yards to 2.3 million cubic yards. That
amendment was approved on September 1, 2016. Subsequent to the passage of
Hurricane Matthew, a permit request was submitted (November 8, 2016) to
increase the total allowable sand placement volume from 2.3 million cubic yards
to 2.8 million cubic yards. That request is currently pending approval. This
modification requests seeks to further increase the total allowable sand placement
volume from 2.8 million cubic yards to 3.05 million cubic yards.

The proposed project will include the placement of approximately 250,000 cubic yards (cy) of
sand along about 6,800 ft of Atlantic Ocean shorefront as an emergency measure to replace
losses that occurred during the passage of Hurricane Matthew. Hurricane Matthew impacted
Hilton Head Island between October 7 and 9, 2016, as the Category 2/3 Hurricane traveled
northward just offshore of the island on October 8, 2016.
Fill placement will be located immediately north of the northern limit of the South Beach
segment of the 2016 Beach Renourishment Project (P/N #SAC 2014-00680-1W) along an area
of the island known as South Beach Lane. The fill will extend approximately 6,800 feet,
generally between beach monitoring station HHI-04 and a point located between HHI-06 and
HHI-07.
Sand for this project will be sourced from within the limits of the already-permitted Barrett
Shoals offshore borrow area (P/N #SAC 2014-00680-1W). Sand will be dredged using an ocean-
certified hydraulic cutter-suction pipeline dredge and pumped hydraulically through a pipeline
between the borrow areas and the beach for eventual placement, grading, and shaping. The sand
will be shaped into a typical beach fill construction berm configuration with a maximum upper
berm elevation generally equivalent to the adjacent ambient beach elevations. Berm widths will
vary. The seaward slope of the construction berm will have a consistent and uniform initial slope
of 1V:20H.
The purpose of the project is to replace sand lost during Hurricane Matthew and reestablish the
protective stable beach and dune that existed conditions along this reach of shoreline prior to
Hurricane Matthew. This work must be constructed as soon as possible as the upland areas
along this portion of the island are vulnerable to additional erosion and storm impacts due to the
sand losses that occurred during Hurricane Matthew. This sand, coupled with the beneficial
alongshore transport of renourishment sand placed to the north (the Central Atlantic segment of
P/N #SAC 2014-00680-1W), should be sufficient to sustain this area of shoreline on the same 8
to 10 year renourishment interval as the rest of the island.
