English Proficiency: To invite a J-1 Exchange Visitor (EV) to Winthrop, the responsible department must verify that the prospective EV possesses
sufficient proficiency in the English language to successfully participate in his or her program and to function on a day-to-day basis. This can be done
through a recognized English language test, signed documentation from an academic institution or English language school, or a phone or
videoconferencing interview. Documentation on how the English language proficiency determination was made must be returned to the International
Center to be part of the EV’s file before a DS-2019 can be issued.

Category Description:
Exchange Visitors (EV’s) in each category below must have academic credentials and experience appropriate to the field of endeavor. Additionally,
they must qualify for the position offered to them.
Professor: Minimum education must be a Bachelor’s degree or the international equivalent. Primarily teaching, lecturing, observing and may
conduct research. Minimum stay in U.S. is 3 weeks, maximum is 5 years. Repeat participation in this category is permitted, as long as the 24-
Month Bar Rule has been observed.
Research Scholar: Minimum education must be a Bachelor’s degree or the international equivalent. Primarily conducting research, observing
and may also teach or lecture. Minimum stay in U.S. is 3 weeks, maximum is 5 years. Repeat participation in this category is permitted, as long
as the 24-Month Bar Rule has been observed.
Short-term Scholar Minimum education must be a Bachelor’s degree or the international equivalent. Primarily coming for short-term visit for
lecturing and training. Minimum stay in U.S. is 3 weeks, maximum is stay in U.S. is 6 months. Repeat participation in this category is permitted,
as long as each new program of participation is different in focus and/or breadth from the previous one. The 24-Month Bar does not apply.
Sp
ecialist Individual must be an expert in a field of specialized knowledge or skill; seek to travel to the U.S. for the purpose of observing,
consulting, or demonstrating his or her special knowledge or skills; and does not fill a permanent or long-term position of employment while in
the U.S. Minimum stay in U.S. is 3 weeks, maximum is 1 year. Regulations permit individuals who have previously participated in any EV
program to begin a new program in the Specialist category without delay.

Please note: Individuals who have been in the U.S. for more than six months in the previous year (12 months) in any J visa status are not eligible to
enter the U.S. as a J-1 Research Scholar or Professor for a 12-month period because of the 12-month bar.
Time spent in the J-1 Short-term Scholar
category does not count towards the 12-month bar. The 12-month bar applies to both J-1 and J-2 dependents.
Please note: Any individual who participates in an EV program in the Professor or Research Scholar categories is subject to a 24-month bar on
“repeat participation” in those categories. Scholars subject to the bar may not return to the U.S. as a J-1 scholar in the Professor or Research Scholar
categories for the 24-month period. This bar also applies to J-2 dependents.
