INSTRUCTIONS FOR COMPLETING A HOLDING TANK
WASTEWATER DISCHARGE PERMIT
This application will allow holding tank wastewater from the approved parcel to
be accepted for treatment at the South Coastal Regional Wastewater Facilities or
the Inland Bays Regional Wastewater Facility.
Please complete the property information section.
Provide an adequate description of the improvements to be utilizing the
holding tank and a copy of the contract you have with a licensed waste
hauler.
Payment of the holding tank fee must be submitted with the permit.
(Please make checks payable to Sussex County Council.) The fee
schedule is listed below:

Return the permit application to the Sussex County Engineering
Department, Utility Permits Division, 2 The Circle, Georgetown, Delaware
19947 for processing.
The application must be signed by the property owner(s) on pages 1 and 4.

PERMIT CONDITIONS
General
1. Septage is defined as "liquid and solid materials pumped from a septic tank,
cesspool, or holding tank." Industrial wastes will not be accepted.
2. Applicants that have potential to generate non-domestic type wastewater shall
submit an "Application for Wastewater Discharge Permit and Wastewater
Survey."
3. The property owner of record is considered the permit holder and is responsible
for compliance with the terms of the permit.
4. The named permit holder shall be expressly subject to all provisions of Sussex
County Ordinance Nos. 23 and 545, and their amendments, and all other
regulations, user charges and fees established by the Sussex County Council.
5. This Wastewater Discharge Permit is issued for the identified property and shall
not be reassigned or transferred to another property.
6. The permit holder shall report to the Sussex County Engineering Department any
changes (permanent or temporary) to their operations that significantly change
the quantity or quality of the wastewater discharge described in page (1) of
the permit, or deviate from the terms and conditions under which this
permit is granted.

7. This wastewater discharge permit shall terminate 60 days after a central sanitary
sewer system becomes available.

Monitoring Requirements
A periodic "grab sample" may be taken by the Plant Operator as deemed
appropriate. This "grab sample" shall be at random, the analysis shall be done at the
SCRWF or IBRWF testing lab. The permit holder will be notified by registered
letter from the lab technician if any concentration exceeds the maximum
permissible limitation.
Any two violations, consecutive or otherwise, of this permit will result in a six-
month suspension of the permit holder's privilege of discharging into the SCRWF or
IBRWF.
The Plant Operator will take a "grab sample" of any questionable load, and if the
results show a violation, the hauler shall be held responsible for the cost of said "grab
sample" analysis, and the costs of treatment to bring the load within normal
parameters for acceptability. The Plant Operator, after visual inspection of the load,
retains the right to refuse said load based on past experience.

Place and Time of Discharge
Discharge will only be permitted at the designated discharge point at the SCRWF or
IBRWF. Only two (2) trucks (2,000 gallons each) or one (1) 6,000-gallon truck will be
allowed to dump at a time.
Discharge will only be made under the direct supervision of County Personnel.
Discharge of wastewater shall be limited to 8:00 a.m. to 4:00 p.m., Monday through
Friday, except holidays, and 8:00 a.m. to 12:00 p.m. on Saturdays, Sundays, and
holidays.
The hauler shall be held responsible for any spillage, or damage caused by their
equipment or employees, and shall immediately correct such offense.
