WHATISTHEPURPOSEOFAVARIANCEANDTHISWORKSHEET?
Ashorelinevarianceisthemechanismbywhichapropertyownercanrequestadjustmentsbemadeto
specificbulk,dimensionalorperformancestandards;whenthestrictapplicationofthesestandardsresultsin
anunduehardshiporthwarttheShorelineManagementActspoliciesasstatedinRCW90.58.202.Inthe
grantingofallShorelineVariances, considerationisrequiredtobegiventothecumulativeimpactof
additionalrequestsforlikeactionsinthearea;i.e.ifvariancesweregrantedtootherdevelopmentsinthe
areawheresimilarcircumstancesexist,thetotalofthevariancesshouldalsoremainconsistentwiththe
policiesofRCW90.58andshouldnotproduce substantialadverseeffectstotheshorelineenvironmentor
resultinanetlossofecologicalfunctions.Ashorelinevarianceisnottoallowusesthatareprohibited
ShorelineMasterProgram,makeadjustmentsbasedonthedesiresofthepropertyowner,orrectifya
conditionthatwastheresultoftheactionsofthepropertyowner.
Thisworksheethasbeendevelopedtohelpprospectiveapplicantspreparetherequireddocumentationthat
willfacilitatethesubmittalofacompleteapplication.Pleasenotethatthisisnottheofficialapplication,but
atooltoassistinthecompilationofthematerialsrequiredforthereviewbytheCity.Itisimportantthat
prospectiveapplicantscontacttheDevelopmentServicesDivisionpriortosubmittingofanapplicationas
