Under the law, no person, including license holders, may
openly carry a handgun on any college campus and on
any public or private driveway, street, sidewalk or walkway,
parking lot, parking garage, or other parking area of the
college.
Houston Community College also prohibits the illegal use,
possession, or display of any handgun, firearm, illegal
knife, club, or other prohibited weapon, defined in HCC
policy*, on all College District controlled property at all
times.
Individuals who do not possess a valid license to carry a
handgun currently are, and will continue to be prohibited
from carrying handguns on College District controlled
property.

To qualify for LTC you must be at least 21 years of age (unless active duty military) and
must meet Federal qualifications to purchase a handgun.
A LTC Holder:
• Must meet state requirements regarding age, criminal history, mental health, etc.
• Successfully complete a background investigation and a required training course
• May not carry a concealed handgun while intoxicated.
• Is not required to self-identify as such unless directed by a law enforcement officer.

Open Carry Campus Carry
Open Carry in Texas means a Licensed to Carry
holder does not need to conceal his/her handgun as
it is "open" for the public to see.
Campus Carry allows Licensed to Carry (LTC)
holders to carry concealed handguns on HCC
campuses and into many HCC buildings.
Texas House Bill 9 10
The "Open Carry" legislation provides that holders
of handgun licenses may now carry their handguns
visibly in a waist belt holster or a shoulder holster
but they may not openly carry on or in a college
campus or building or on any public or private
driveway, street, sidewalk or walkway, parking lot,
parking garage, or other parking area of the college.

"Campus Carry" legislation broadens the right for
Licensed to Carry holders to carry handguns in a
concealed manner on college campuses.

If you choose to carry a concealed handgun on a HCC
campus, you must not allow the handgun to be partially
or wholly visible while on campus premises. You must
carry it “on or about your person” at all times (or secured
in your locked, personal vehicle.) For example, if you
carry your handgun in a backpack, the backpack must
always remain close to you within your immediate
reach.
If you need to go into an area where guns are not
allowed or engage in an activity that makes concealed
carry impossible, consider not carrying that day or be
sure you will have the ability to securely store your
handgun in your personal vehicle or on off-campus
private property.

The intentional, knowing, or reckless carrying of a concealed handgun is prohibited:
• At a location where a high school, collegiate, or professional sporting event, or interscholastic
event is taking place;
• At a location used as a church, synagogue, or other established place of religious worship;
• At a location designated as a polling place on the day of a federal, state, or local election,
including while early voting is in progress;
• At a location where College District controlled property is used by a court unless the handgun is
carried pursuant to written regulation or written authorization of the court;
• On the grounds or in buildings where a K-12 school-sponsored activity is being conducted.
• In the room or rooms where a properly posted open meeting, subject to the Open Meetings Act,
is taking place so long as notice is provided in accordance with the law.

Where Prohibited by Policy
An Exclusion Zone is an area of campus, a building, or room where possession of handguns is
prohibited. All weapons-free zones are designated by notice or signage conforming to the Texas Penal
Code Section 30.06. Some spaces may be temporarily gun-free and posted as such. Weapons-free
zone signage will be provided by the district. (Please do not create your own signs.) For policies
governing the designation of weapon-free zones at HCC please refer to the HCC Campus Carry
webpage.
Weapon-free zones may include, but are not limited to:
• College District areas used exclusively for day care, child care centers, and K-12 school activities.
• Health care facilities used for patient care, counseling and mental health services.
• Laboratory areas where dangerous materials and equipment or research animals are present.
• Designated conference areas used for discussions of grievances or disciplinary hearings or
meetings. (These exclusions may be permanent or temporary based on usage of the spaces.)
• Areas where contractual or licensing obligations require the exclusion of weapons and handguns.
• Other areas prohibited by regulation, state or federal law.

Remember…
If you choose to carry a concealed gun on campus you must:
Have a valid Texas License to Carry (LTC)
Not allow the handgun to be partially or wholly visible on campus premises,
including streets, driveways, sidewalks, walkways, parking lots, garages, or
other parking areas
Carry the handgun on or about your person at all times or secure it in your
locked, personal vehicle
Know where your handgun can or cannot be carried
Accept personal liability for any injury or damage resulting from the use of
your handgun
Carry safely!
