BASIC LAW ENFORCEMENT CERTIFICATION COURSE
Prerequisite: GA P.O.S.T Form P-2 is required the 1st day
of class. Any student without an approved P-2 number
within 10 days of the start of the class will be removed and
priority given to students with confirmed P-2 numbers.
Registration is on a first come first serve basis.
All students (including part-time/repeat) are required to attend orientation the first day of class at 7:30 a.m.
Class hours are Mon. Fri., 7:45 a.m. 5:00 p.m., unless otherwise directed.
All Basic Law Enforcement recruits will be required to bring a USB Flash drive for downloading required
materials. The Peace Officers Reference text (PORT) will be provided in this method.
Academy uniforms must be worn on the first day of class. (See Equipment listed below on page 7 & Appearance
Standards on page 9)

STANDARDS OF APPEARANCE
BASIC LAW AND JAIL STUDENTS
GROOMING
o
Haircuts will be in accordance with applicable departmental standards for uniformed law
enforcement officers. All recruits will maintain a professional appearance according to
generally accepted standards for uniformed law enforcement officers.
o
Female recruits will ensure that their hair does not constitute a tactical safety issue. Long hair must
be secured to prevent it from being grabbed by an assailant.
o
Male recruits must shave daily. Recruits who are unable to shave for medical reasons must
provide an excuse signed by a physician or other licensed medical practitioner.
o
Recruits may wear mustaches if they are permitted by applicable departmental standards
for uniformed law enforcement officers. Mustaches must be neatly trimmed.
JEWELRY
o
Male and Female recruits may wear wedding bands.
o
Female recruits may wear studs ONLY.
o
NO Jewelry will be worn during any training involving physical contact with another student or instructor. (I.e.
Control tactics, practical exercises, and/or performance examinations.)
EXCEPTIONS
o
Exceptions to these standards may be granted, on a case-by-case basis, by the Director or designee.
DRESS CODE FOR ADVANCED/SPECIALIZED STUDENTS
o
Some courses may require wearing uniforms or special attire. Course catalog or Course Coordinators will
advise students if certain clothing is necessary.
o
Students are otherwise expected to dress in attire appropriate for presenting a professional appearance.
o
Unacceptable clothing includes, but is not limited to, flip flops, shorts, short-shorts, tank tops and t-shirts.

Each person applying for the Intermediate Level Certification must:
A) Be a certified, registered, or exempt peace officer currently employed by a Georgia Law
Enforcement Agency certified by the Georgia Peace Officer Standards and Training
Council (P.O.S.T.);
B) Have at least 2 years experience as a full-time, paid peace officer;
C) Have successfully completed the five (5) required core courses, as outlined in the
application, at a Georgia P.O.S.T. Council recognized training facility;

Supervision I

Supervision Level I is the first of three (3) required courses for P.O.S.T. Supervisory Certification. A.
promotion to a supervisory position is an invitation to enter the world of personnel management. This
course will provide newly-promoted first-line supervisors with the knowledge necessary to recognize the
most common and costly personnel liability issues confronted in public safety. This course is designed to
prepare public safety supervisors to take preventative steps to limit supervisor liability and maintain
organizational standards. Topics include Role of the Supervisors, basic planning, time and change
management, liability, supervisor functions and organization, ethics and professionalism.

Supervision III

Prerequisite: Successful completion of Supervision courses levels 1-2.
This course Supervision Level III is the last of three (3) required courses for P.O.S.T. Supervisory Certification.
Topics include motivation, news media relations, high risk supervision, stress management, interpersonal
communications skills, and other current issues in supervision. Latest legal guidelines for search and seizures,
laws of arrest, identification, and rights notification.
Other topics include elements of crimes and police liability. Each officer must bring a current Georgia Criminal
Code book to class.

Management I

Prerequisite: Successful completion of Supervision Courses Levels 1-3.
This course is the first of three required for P.O.S.T. Management Certification and is intended for law
enforcement managers. Topics include evolution of management, stress management, principles of
management, planning, organizing, and directing.

Management II

This course is the second of three required for P.O.S.T. Management Certification. Topics include:
management accountability, media relations, communications, problem solving, decision making,
budgeting, and human resource management.

This course is the last of three required for P.O.S.T. Management Certification. Students attending this
course will be assigned to a group charged with the completion of a comprehensive management project.
This project is then presented for evaluation.

Advanced Report Writing

This course is designed to enhance the report writing skills of all law enforcement officers. Topics covered in this
course will include the writing of preliminary, supplemental and special reports. The course will also include the
process of coordinating various reports necessary for case preparation, to successfully complete the course
students must achieve a minimum score of at least 70% on a written examination.

Officer Survival

This course is designed to maximize the officer’s ability to survive in today’s increasingly hazardous law
enforcement environment. Training will cover both physical and mental conditioning as well as appropriate
responses to dangerous situations,
NOTE: Students will be required to participate in practical exercises that will be physically demanding.
Practical exercises will include engaging multiple targets, decision reaction, pistol and shotgun skills,
as well as building clearance exercises.

Instructor Training
January 24 February 11, 2020 (80 hrs.)
July 24 August 11, 2020 (80 hrs.)
The Instructor Training course is for public safety officers who are responsible for instructing departmental
personnel and constructing lesson plan development. The course topics range from instructor liability and lesson
plan design, to testing and evaluation of learning skills. During the course, students will be required to write an
original lesson plan on an approved public safety topic and develop presentation skills necessary to deliver that
lesson. Lesson plan topics must be related to a basic training course topic. Once applicants are accepted in the
class they will receive an email list of the approved basic course topics to choose from. Successful completion of
course, requires satisfactorily completing the preparation and presentation of a one (1) hour lesson plan with 80%
or better and passing a written examination with 80% or better.
NOTE:
This class has been expanded to three (3) weeks. Eighty (80) hours will be spent in the classroom and an additional
week (40 hours) is set aside to work individually or with the course coordinator to improve the quality of the
student’s lesson plan.
PREREQUISITE:
After completed three (3) years of public safety experience with “no active GA P.O.S.T.
case/investigations or be in probationary status with GA P.O.S.T.
REGISTRATION:
As a part of registration, each application must provide a Writing Sample consisting of a minimum ½ page
describing the desire to become a State Certified instructor. Applicants may also discuss their knowledge and skills
possessed making them a good instructor. Applications submitted without a writing sample will be rejected.
EQUIPMENT:
Students are required to bring a laptop with Microsoft Office 2007 or newer software and a flash-drive to
store course material.
ATTIRE:
Dress code is business attire or a departmental issued uniform. No shorts, jeans or t-shirts allowed.
Note: The Instructor Training Course is challenging and will require a great amount of effort on your part.
It takes commitment and dedication to successfully complete the program.

Crisis Intervention Training (40 hrs.)
February 24 - 28, 2020

This forty (40) hour course teaches the participant to recognize
the signs and symptoms of mental ill- ness. This course
sponsored by the Georgia Public Safety Training Center (GPSTCI)
instructs officers on De-escalation Techniques. The student will
also learn about Post Traumatic Stress Disorder (PTSD).
The Georgia Crisis Intervention Team (CIT) Program is a dynamic
collaboration of professionals committed to ensuring that
persons with mental illness and other brain disorders receive
treatment, in lieu of incarceration in most cases.
The program includes a law enforcement training component
delivered via a 40- hour course curriculum approved by the
Georgia Peace Officer Standards and Training Council as follows:
Classroom instructional training involving various
mental health topics that address mental illnesses,
developmental disabilities, and addictive disease.
Site visits to either local emergency receiving facilities,
day programs, and/or local recovery facilities.
Performance-based training involving the development
of de-escalation techniques and crisis intervention skills
via role=play scenarios.
Law enforcement officer who successfully complete the course
are equipped with the skills necessary to safely and effectively
respond to individuals with mental health needs and/or in crisis.
Upon successful completion of this course the participants will
be issued a CIT pin.

Mental Health/First Aid Training (8 Hours)

This course provides the skills to help someone who is experiencing a mental health crisis. The evidence
behind the program demonstrates that it does build mental health literacy, helping the public identify,
understand and respond to signs of mental illness. Just as CPR helps you assist and individual having a
heart attack, Mental Health First Aid helps you assist someone experiencing a mental health or substance
use-related crisis. In the Mental Health First Aid course, you learn risk factors and warning signs for
mental health and addiction concerns, strategies for how to help someone in both crisis and non-crisis
situations, and where to turn for help.
Topics covered:
Depression and mood disorders, Anxiety disorders, Trauma, Psychosis and Substance Use disorders.
Mental Health First Aid teaches about recovery and resiliency the belief that individuals experiencing
these challenges can and do get better, and use their strengths to stay well.
To register for CIT training you must go to GPSTC website under the location “Region 3 Fulton SO”, 90
days before the start of class. Please remember to consult with your agency training coordinator.
Field Training Officer (40 hrs.)

The Field Training Officer Program combines on-the-job instructions with objective evaluation and
documentation, thereby enabling students to incorporate the best method within their own department.
This course is open to any certified law enforcement officer. To successfully complete the course
students must achieve a minimum score of at least 70% on a written examination.
To apply for GA POST FTO certification you must have a minimum of three years of law enforcement
experience and minimum of two years with your current agency.

Counseling & Instructional Techniques

First Responder (40 hrs.)

Prerequisite: Students must provide proof of current CPR certification from a national provider such as the
American Heart Association or the American Red Cross. This must include Adult CPR, Pediatric CPR, and Automated
External Defibrillation.
NOTE: Students will be issued text books for use in this class. All books must be returned after class, failure to
return book will result in the Academy holding your certificate and/or Agency accessed a replacement fee for the
cost of the book.
The 40 hours specialized training is now offering during Basic Law Enforcement Training Class. For further

Human Sex Trafficking Class (8 hrs.)

Human trafficking is the business of stealing freedom for profit. The course contains tips for interacting with
possible victims, including how to approach and communicate with them in a way that enhances cooperation
and furthers the investigation. Students will learn what they can do to assist victims of trafficking. Additionally,
students will learn about available resources to aid in the investigation. In some cases, traffickers trick, defraud
or physically force victims into providing commercial sex. In others, victims are lied to, assaulted, threatened or
manipulated into working under inhumane, illegal or otherwise unacceptable conditions. It is a multi-billion
dollar criminal industry that denies freedom to 24.9 million people around the world. This course provides
public safety personnel with information needed to help identify potential cases of human trafficking.

Prerequisite: All applicants must be an employed - certified Peace Officer capable of shooting a passing
score of 240 to begin the course.
This training includes instructions in firearms, range safety, weapons care, maintenance, and performance with
various types of police weapons, including the shotgun. Developmental range exercises will include engaging
multiple targets; failure-to-stop drills, engaging moving targets, and decision reaction. To successfully complete the
course students must achieve a minimum score of at least 70% on a written examination.

Firearms Instructor Training
May 11 - 22, 2020

Prerequisite: Students must be a Certified or Sworn Law Enforcement officer, and bring proof of their GA
P.O.S.T. General instructor Certification on the first day of class in order to be admitted. Additionally, students
will be required to score 90% or higher on the Georgia Semi-Automatic Qualification Course on May 8, 2020. All
shoot in starts at 8:00 am at the David L. Hagins Firing Range.
NOTE: The certificate from the Firearms Instructor Training Course does not demonstrate instructor Certification
status with GA P.O.S.T. GA P.O.S.T. instructor certification requires an added 80 hours of instructor training.
This course is designed to develop qualified firearms instructors who can manage and conduct firearms training
programs. Students will be trained in contemporary firearms techniques, equipment, and accessories and will
participate in a variety of combat shooting drills including drawing techniques, safe loading and unloading
procedures, proper use of cover, immediate actions, engagement of multiple targets, and a variety of other
shooting problems. Subject matter will include: safety, range operation, ballistics, instructor liability, low light
firing, semi-automatic pistols, patrol rifle, shotguns and course of fire development.

DUPLICATE /REPLACEMENT CERTIFICATE REQUEST
1. All requests for duplicate/replacement diploma must be made in writing to the Fulton
County Public Safety Training Center (FCPSTC). The Training Division will then:
a) Verify the student attendance
b) Verify the student status of completion and,
c) Determine the requestor (s) authorization for the request
2. If it is determined that the student is eligible to receive a duplicate diploma, the Training Division will
contact the requestor to verify the mailing address. A duplicate payment fee of $20 per diploma
should be made payable by cashier’s check or money order to the Fulton County Public Safety
Training Center. Upon receipt of the cashier’s check or money order by the Training Division, a
duplicate diploma will be reprinted and stamped DUPLICATE”.
3. The current Academy Director will sign all certificates. The completed certificate (s) will be
returned to the requestor.

BASIC LAW/JAIL ADDITIONAL INFORMATION UPDATE
The Fulton County Public Safety Training Center cannot accept Hope Grant applicants at this time. Tuition for the
Basic Law enforcement course is $3,093.00. This fee must be paid by certified check/ money order on the first day
of class. All students are required to have GA POST (P2 form) approval by the 1st Day of Class, No exceptions. All
monies are due the first day of class and are non-refundable. All funds must be paid by certified check, bank or U.S.
Postal money order (No cash or personal checks accepted).
Note: All students (including repeat students) are required to attend orientation at 7:30 a.m.
on the First Day of Class.
Regular Class hours are Mon. - Fri., 7:45 a.m. - 5:00 p.m., unless otherwise specified.
Reservations
To reserve slots in the Basic Law Enforcement and Basic Jail Certification Courses, you will be required to:
Submit a completed Fulton County Public Safety Training Center (FCPSTC) Student
Authorization Form. Click here to access authorization form
List either Basic Jail or Basic Law Enforcement as the course title.
Indicate the corresponding course start dates from the FCPSTC calendar.
List the employing agency and agency address and contact information.
List the employing agency training coordinator name, contact information and signature.
List the name and O key number for each student scheduled to attend.
All follow up communications will reference the contact information you provide. Please ensure that the
training coordinator contact number and email address is correct on the form.
After completing the student authorization form, you may submit by fax or e-mail to:

Merge onto I-85 N.
Merge onto I-285 N/GA-407N via exit 68 toward Atlanta Bypass/International.
Take Exit #2/ Camp Creek Parkway.
Turn left onto Camp Creek Parkway S.W. /GA-6.
Turn left onto Merk Road S.W. (Go approximately 0.8 miles, then take the first right look for then Wolf
Creek Amphitheater sign which is the same as the Fulton County Public Safety Training Center. The
academy is located on Lot C (Building #2). Academy training and Graduations entry is on the lower level
at the “double blue doors”.
Approaching from the North:
Merge onto I-75/I-85 South.
Take GA-166 W to I-285 South.
Take Exit #2/ Camp Creek Parkway.

Fee Schedule
Subject Cost $
As a Regional Academy, Fulton County (FC) provides training to all
law enforcement officer(s) on a first-come, first served basis.
Tuition exemption is allowed for:
1) All officers employed within the Fulton County Region and identified as
active with a State of Georgia public safety agency.
2) All Advanced and Specialized training will be available to officers’ through-
out the state.
3) Repeat fees are paid for all Basic Training classes by student/agency.
4) Per State of Georgia stipulations, fees are charged to all private
Institutions (after approval).
Veterans Benefit:
The policy for VA benefit recipients must reference (Title 38 CFR 21455). The student will be refunded
the unused portion of prepaid Veterans tuition and fees on a pro-rated basis. Any amount in excess of
$10.00 for an enrollment or registration fee will also be pro-rated.

REGISTRATION
To register for a class, complete the attached “Student Authorization Form”. Submit the completed
authorization form to the REGISTRAR’S OFFICE via fax: (404) 612 - 0468. All registration forms must be
authorized by the agency Training Coordinator, Chief of Police or designated personnel. All
applications must be received ten (10) days prior to course start date.

Student cancellation(s) must be confirmed at least (five) 5 working days prior to the course start date.
Substitution of students by authorized agency officials is recommended in lieu of cancellation. All course
cancellation should be submitted to the training coordinator at least two (2) days prior to the class start date.
Cancellations/substitutions for all classes should be reported in writing via fax to (404) 612-0468 or by email

NO FEE is charge to active Georgia certified law enforcement officers, (only officers with specified
courses required by GA P.O.S.T.). Private industry/institutions (if approved) are required to pay
$15.00/per hour for tuition at the time of registration. Tuition for training will vary based upon the number of
course hours (in-service, advanced and specialized). Applicable agencies will be invoiced upon registration.
All monies are non-refundable and must be paid by certified check or money order on the first day of
class.

NOTE: No tuition is required for Advanced and Specialized courses requested by currently employed
