Proposed Regional Recovery and Recycling Residue Facility (RRRF) Project Site at the Town of Brookhaven Solid Waste Management Facility (SWMF)
Town SWMF at 350 Horseblock Road in the hamlet of Yaphank, Town of Brookhaven, Suffolk County, New York 11719 (see Site Location Map)
Replace the Town of Brookhaven's existing combined 270-acre C&D and Ash landfill, containing approximately 215 acres of waste area, with a new
121-acre Regional Recovery and Recycling Residue Facility (RRRF) Project Site, containing an approximately 59-acre waste footprint. The proposed
facility will serve the Nassau-Suffolk region by accepting primarily ash residue generated by local Waste-To-Energy (WTE) plants, which serve as the
region's primary solid waste management system. See Attachment for greater detail.

The construction and operation of the proposed facility will generate noise. However, the Applicant would comply with applicable noise regulations
per Chapter 50 of the Town of Brookhaven Town Code.
Existing forested areas on the subject property will be removed for the construction of the proposed RRRF. However, a min. 25 ft-foot-wide
vegetative buffer will be retained, leaving existing trees in place around the Project Site to provide a natural noise barrier and screen.
Proposed outdoor lighting will be provided at strategic locations along the proposed perimeter roadways. Fixtures are expected to be no taller than
15 feet. Lighting will be dark sky compliant, with no light spill beyond the property boundaries. Portable lights may be used at times.
An Odor Control Plan is being prepared as part of the NYSDEC SWMF Permit to provide assessments and mitigation measures for potential odor
releases from the operations at the proposed Regional RRRF.
*The proposed RRRF will be primarily a disposal area for ash residue, which is a WTE combustion process by-product. The majority of the ash residue will
come from the Covanta Hempstead WTE facility, where Town of Brookhaven MSW is taken for processing. The proposed Regional RRRF itself will not
generate solid waste; it will only generate leachate.
