RIVER’S EDGE PAVILION
Beer and Wine Permit

The Council Bluffs Parks and Recreation Director, or designee, is authorized to issue written permission to a
Permittee, for the dispersal and consumption of Beer and Wine in the River’s Edge Park Pavilion and Tom
Hanafan River’s Edge Park. The following rules apply:
1.
This permit authorizes the Permittee to disperse only beer and wine and only when provided solely to invited
guests and at no charge. Dispersing beer and wine to individuals not an invited party or charging, in any
manner including cup sales, donations or the use of tickets, for beer and wine is prohibited. This permit does
not authorize dispersal, in any manner, of alcohol products other than beer and wine. Dispersal ou
r
c
onsumption of other alcohol products is banned.
2.
A fee of $100 shall be charged and paid by the Permittee prior to issuing the Permit.
3.
The rental permit holder (Permittee) shall be personally responsible for all damages caused by the
Permittee or any guests, including those damages not covered by the damage deposit.
4.
The Permittee must be 21 years of age or older, and provide proof thereof, via a government issued photo
I.D. upon request.
5.
Invited attendees may be allowed to consume beer and wine, dispersed by the Permitted under the
c
onditions of this Beer and Wine Permit. However, no person under the legal drinking age may possess or
consume beer and/or wine beverages. The Permittee is responsible for monitoring drinking ages.
6.
All beer and wine beverages must be consumed only within the Pavilion areas rented by the Permittee. No possession
or consumption of beer and wine is allowed anywhere else on City property, unless within an area covered by a valid
liquor license approved by City Council.
7.
No liquor, other than beer and wine, is permitted by this Beer and Wine Permit.
8.
Permittee may furnish their own wine and beer or have it provided by a caterer or authorized supplier.
9.
Permittee agrees to indemnify, defend and hold harmless the City against any and all claims related in any way
whatsoever to the Permittee or any of the Permittee’s guests consuming alcoholic beverages, or any behavior tha
t
a
rguably resulted from the Permittee or guest consuming alcoholic beverages.
10.
The Parks and Recreation Director or designee may place additional reasonable conditions on the dispersal and use of

eer and wine granted under the terms of this Permit.
