Prohibition on Youth Cell Phone Use While Driving
The State’s youth cell phone use ban statute, prohibiting youth cell phone use while driving, driver
license testing of distracted driving issues, with a minimum fine of at least $25, is in effect, and will
be enforced during the fiscal year of the grant.

Note: The FAST Act allows a State to use up to 75 percent of Section 405(e) funds for any eligible project or activity
under Section 402 if the State has conformed its distracted driving data to the most recent Model Minimum Uniform
Crash Criteria (MMUCC) and will provide supporting data (i.e., NHTSA-developed MMUCC Mapping spreadsheet)
within 30 days after notification of award.
