The FY 2022 contract period will be July 1, 2021 through June 30, 2022
The U.S. Department of Housing and Urban Development (HUD) has not yet determined the City of Norfolk’s
allocation for the grant programs for the coming year, but it is anticipated ~$2,000,000 in FY 2022 HUD
Entitlement Funds and HUD CDBG Coronavirus (CV) funds may be available. If applying for services activities
to prepare, prevent and respond to the COVID 19 pandemic applicants must be sure to demonstrate how the
project achieves those goals and that they are directly related to COVID 19.
Questions Concerning This Request for Applications
Applicants may submit inquiries concerning this RFP via email to: HUDENTITLEMENT@norfolk.gov until 12:00 PM
(noon) on Friday December 4, 2020.
Responses to all questions that are received by the due date and time will be posted by 5:00 PM on Monday
December 7, 2020 on the city website www.norfolk.gov/HUDEntitlement
Complete proposals will be reviewed, evaluated, and awarded by March 2021.
APPLICANT ELIGIBILITY
The lead organization applying for the grant must have an IRS designation of 501(c)(3) or be a City of Norfolk
department. The organization should completely fill out the application and submit all required attachments.
APPLICATION EVALUATION CRITERIA
Conformity with CDBG or HOME regulations, and submitted on time. A ctivities and agency must be eligibile
CDBG activities must meet a Broad National Objective.
Consistency with preliminary 2022-2026 Five Year Consolidated Community Development Plan (The City’s
priorities from this plan are included in Attachment A).
Capability of agency and staff to undertake and complete the proposed project in a timely manner.
Clarity of proposals.
Cost effectiveness.
Ability to provide matching funds as applicable (HOME).
This year, there is an award minimum of $20,000.

CONFLICT OF INTEREST DISCLOSURE STATEMENT
Conflict of Interest Regulations: U.S. HUD’S Conflict of Interest provisions are set forth at 24 CFR 570.611, 24 CRF
92.356, and 24 CFR 576.404.
(a) Applicability. (1) In the procurement of supplies, equipment, construction, and services by recipients and by
subrecipients, the conflict of interest provisions in 2 CFR Part 200, shall apply.
(b) Conflicts prohibited. The general rule is that no persons described in paragraph (c) of this section who exercise or
have exercised any functions or responsibilities with respect to HUD activities assisted under this part, or who
are in a position to participate in a decision-making process or gain inside information with regard to such
activities, may obtain a financial interest or benefit from a HUD-assisted activity, or have a financial interest in
any contract, subcontract, or agreement with respect to a HUD-assisted activity, or with respect to the proceeds
of the HUD-assisted activity, either for themselves or those with whom they have business or immediate family
ties, during their tenure or for one year thereafter.
(c) Persons covered. The conflict of interest provisions of paragraph (b) of this section apply to any person who is an
employee, agent, consultant, officer, or elected official or appointed official of the recipient, or of any
designated public agencies, or of sub recipients that are receiving funds under this part.

CERTIFICATION OF DE MINIMIS INDIRECT COST RATE
An award recipient that proposes to use federal grant funds to pay for indirect costs but has never received
a federally negotiated indirect cost rate may elect to charge a de minimis rate of up to 10% of its modified
total direct costs (MTDC) which may be used indefinitely. (2 CFR § 200.414) In order to charge a de
minimis rate of up to 10% of its MTDC, the applicant must submit this certification form.

base includes all direct salaries and wages, applicable fringe benefits, materials and supplies,
services, travel, and up to the first $25,000 of each subaward (regardless of the period of
performance of the subawards under the award); excludes equipment, capital expenditures,
charges for patient care, rental costs, tuition remission, scholarships and fellowships,
participant support costs* and the portion of each subaward in excess of $25,000. Other
items may only be excluded when necessary to avoid a serious inequity in the distribution of
indirect costs, and with the approval of the cognizant agency for indirect costs.
4.
The project costs will be consistently charged as either indirect or direct and will not be
double charged or inconsistently charged as both.
5.
The proper use and application of the de minimis rate is the responsibility of the award
recipient. The City of Norfolk may perform a financial monitoring review to ensure
compliance with 2 CFR Part 200.
