Request for Mandatory Letters of Intent

Introduction
The California Department of Education (CDE) is pleased to announce the Early
Education Teacher Development Grant Program. The purpose of the grant program is
to increase the number of early educators available to serve California State Preschool
Programs (CSPP) and transitional kindergarten (TK) programs by supporting the
attainment of 24 early childhood education credits, an associate degree in Child
Development, or an Early Education Multiple Subject Teaching Credential; and to
increase specific competencies for early educators within the CSPP, TK, or
kindergarten programs.
To be eligible for the grant, the application process will consist of two required steps:
1. Submission of a completed and signed Letter of Intent (LOI)
2. Submission of a timely and complete application following the release of the
request for applications (RFA)

Eligibility
Eligibility is limited to local educational agencies (LEA). LEAs include county offices of
education, school districts, and charter schools.
An LEA may apply for funding to conduct grant activities that serve multiple LEAs and
non-LEA early education providers, including CSPPs and Head Start programs
operated by community-based organizations, as a part of a consortium. An LEA may
include in their consortium institutions of higher education or other California
Commission on Teacher Credentialing - approved institutions offering preparation
programs.
To be eligible to submit an RFA, prospective applicants must submit an LOI or be part
of a consortium under a lead LEA who has submitted an LOI.
Submission of an LOI does not bind the prospective applicant to submit an RFA or
prevent an LEA from participating as a member of a consortium led by another LEA, as
long as the lead LEA applicant has submitted an LOI. See the submission instructions

Funding
A total of $100 million is available through this grant program.
The table included in this LOI represents the preliminary funding amounts for each
county, using methodology pursuant to the statutory language (California Education
Code Section 8281.5). Preliminary county funding amounts may be revised before the
RFA is released. A final county funding amount will be released with the RFA.
Should the CDE receive qualifying applications that exceed the maximum funding
available for a county during the competitive RFA phase, a qualifying applicant may
receive less funding than requested.
Letter of Intent Submission Instructions
Prospective applicants must complete questions one through six below to complete the
LOI.
Question seven is encouraged, but not required. Please note that responses for this
question are not rated; however, complete responses to these questions will greatly aid
the CDE in its support and technical assistance for other LEAs.
The LOI must be signed by the applicant LEA’s superintendent or their designee.
Prospective applicants must submit required LOI information by 5 p.m. PST on Friday,
January 19, 2022, via email to UPKworkforceRFA@cde.ca.gov.

cannot be greater than the maximum county funding specified in the County
