PURPOSE:TheRSEVFensuresthatastudent’smonthlyenrollment doesnot
exceedtheallowablecombined1.20full‐timeequivalent(FTE) limitation.This
formprovidesthecollegetheFTEavailableforRunningStartenrollment,
providesthehigh schoolwiththeenrolledcollegesclasses,and notifiesthe
studentandtheir parents/guardiansiftuitionchargeswilloccur.
TheRSEVFisrequiredtobecompletedeachcollegeterm foreachstudent
enrollingincollegeclassesthroughtheRunningStartprogram,includinghome‐
basedandprivateschoolstudents.Studentsattendingmorethanone college
foranycollegetermarerequiredtohaveaseparateRSEVFforeachcollege.
Whenastudentwill beattendingmultiple colleges,the appropriateboxin the
upperrighthandcornerof theRSEVFmustbechecked.
Ifthestudent’shighschoolorcollege enrollmentchangesduringthecollege
term, arevisedRSEVFmustbecompletedandtheappropriateboxintheupper
righthandcornerof theRSEVFmustbechecked.
FTEAND ANNUALAVERAGEFTE(AAFTE)LIMITATIONS:Running Start students
maynotbeclaimedforacombinedhighschooland collegeenrollmentthat
exceeds1.20FTE foranymonthexceptJanuary.Neitherthehighschoolnor
collegeenrollmentcanindividuallyexceed1.00FTE,exceptforstudents
enrolled inahighschoolandskillcenter.
Whenastudentisenrolledinbothahighschoolandaskillcenterandclaimed
formorethanacombined1.0FTE, theavailableRunningStartenrollment is
limitedtoa0.20 FTE.Whenastudent’scombined highschool andskillcenter
enrollmentislessthan1.0FTE,thestandardRunning Start calculationapplies.
This1.20FTE limitationappliestotheannualaverageFTE (AAFTE),wherea
RunningStartstudentmaynotbe claimedforacombinedhighschooland
college enrollmentthat exceeds 1.20AAFTEfor theschoolyear.Highschool
andskillcenterAAFTEisthe10‐monthaverageoftheFTEreportedforthe
monthsSeptemberthroughJune.RunningStartAAFTEisthe9‐monthaverage
oftheFTEreportedforthemonthsOctoberthroughJune.
Studentsthat exceedthe1.20FTEorAAFTEmaybechargedtuitionbythe
collegeforthecreditsinexcessofthislimitation.
Whenthehighschoolfirstsemesterandthecollegewinter quarteroverlapsin
January, aRunningStartstudentcanbeclaimedformorethana1.20FTEfor
thatmonthonly.Whenplanningforthewinterquarterandthehighschoolhas
asemestercalendar,counselors shouldusethesecond semester todetermine
theavailableFTEforwinterquarter. Whenthis overlap occurs,thestudent
maybesubjecttoareducedFTEortopayingtuitionforthespringcollege
quarter,ifthe1.20AAFTEwouldbeexceeded.CompletionoftheSpring
Quarter EligibilityAdjustmentForm(SQEAF)will identifystudents atrisk of
exceedingthe1.20AAFTEandwillcalculatethereducedavailableFTEforthe
springquarter.ForstudentswhosespringquarteravailableFTEisreduced, a
completedSQEAFmustbeattachedtothespringquarterRSEVFandthe
appropriateboxintheupper righthandcorneroftheRSEVFmustbechecked.
Studentsattendingmorethanonecollegeforthespring quartermust havethe
SQEAFattachedtoeachcollege’sRSEVF.

providesthatFERPArightstransfer fromtheparenttoastudentwhoisatleast
18and/or whohasenrolledinacollege, even whilestillenrolledinhighschool.
Students18andolderand/or whohaveenrolledatacollegemustgive
permissioninwritingtothecollegeinwhichtheyhaveenrolledinRunning
Start classes for another individual to speak tothe college staffabouttheir
Running Start academicrecords,which could includegrades,billing,
attendance, andregistrationrecords.

INSTRUCTIONSFORCOMPLETING THERSEVF
STUDENTSECTION:TheRSEVFbeginswith the studentcompleting the first
sectionof theform.Studentswhoareundertheageof18atthebeginningof
thecollegeterm,mustprovidetheirparent/guardianinformation.The
student’shighschoolstudentidentificationnumber (SSID)isavailable atthe
high schoolguidanceoffice.Ifthe studentdoesnotknowhis/hercollege
studentidentificationnumber(SID),refertoearliercompletedRSEVFs.Ifthe
studentis newto theprogram,thecollegeSIDisavailableon theprocessed
collegeapplication.
HIGHSCHOOLCOUNSELOR/RUNNINGSTARTADVISORSECTION:
Thehigh schoolcounselorandRunningStartadvisorcompletethissection.
SchoolYear:Indicatetheschool yearduring which courses will betaken.
CollegeTerm:Selectthecollegetermthatthestudentwill beenrollingin. For
collegeson aquarter calendar,indicatewhichquarter–Fall, Winter,orSpring.
Forcollegesonasemestercalendar,indicatewhichsemester–1st or 2nd.
HighSchoolandSchoolDistrict:Fillinthestudent’sprimaryhighschooland
residentschool district. Ifthe studentis enrolledin acharterschoolortribal
compact school,leave “School District”field blank.
GradeLevel:Indicatethestudent’sgradelevel. Studentsin 11thand12th
gradeareeligibletoenrollinaRunningStartprogram.Fifthyearseniorsare
limitedtoonlytakingRunningStartclassesthatwillfulfillthestudent’sdistrict,
charterschool, ortribalcompactschool’sgraduationrequirementsonly,
pursuanttoWAC392‐169‐055(4)andmusthaveparticipatedinRunning Start
duringtheir11thor12thgradeyear.
DeterminingtheStudent’sHighSchoolFTE:FTEinhighschoolandskillcenter
classesiscalculatedbasedonaclass’sweekly enrolledminutesandeligible
passingtime.Onethousand,sixhundredandsixty five(1,665)weeklyminutes
equals1.0FTE.Refertothehighschooland skillcentermaster bellschedule
available at theregistrar or business administrationoffice fortheexactweekly
minutesandtheFTE foreachhighschoolclass.AddtheFTEforeachenrolled
class todeterminethestudent’stotalhigh schoolandskill centerFTE.
DeterminingtheStudent’sAvailableRunningStartFTE:RunningStartFTEis
basedontheenrolledcollegecredits.Fifteencollegecredits equal 1.0FTE.Use
theRunningStartFundingLimitTableonthefrontpagetodetermine a
student’savailableRunningStartFTE.Findtherowwiththe student’shigh
schoolandskillcenterFTE.RefertotheMaxFTEcolumntodeterminea
student’smaximumRunningStart FTE.TheMaxCreditscolumnconvertsthe
maximumRunningStartFTEtoRunning Start credits.
RecommendedRunningStartClasses: The student,withthehelp ofthehigh
schoolcounselorandRunningStartadvisor, should fillouttherequested
collegecourses.Thehighschool equivalencyportionof thetablecanbe
completedbythestudent if an officialhigh schoollist ofequivalenciesis
available.Otherwise, thissectioniscompletedbythehighschoolcounselor.
SignaturesofHighSchoolCounselorandRunningStartAdvisor:Boththehigh
schoolcounselorandRunningStartadvisorshouldreviewtheformfor
accuracy, enterhis/herprintedname, date, phonenumber,andsignature.
