Irrigation Systems
1) NCGS 143-355.4 (a) Local government water systems and large community water systems shall require
separate meters for new in-ground irrigation systems on lots platted and recorded in the office of the
register of deeds in the county or counties in which the real property is located after July 1, 2009, that are
connected to their systems. Unless you have a private septic system and install a lockable shutoff valve.
1a) You will be required to provide proof from your water department that you have applied and paid
for the second meter required for in-ground irrigation systems. We will not accept the application
or issue a permit with out this proof.
2) A lawn irrigation system or swimming pool will require additional backflow protection in the form of an RPZ
valve. This valve must be calibrated by a certified technician prior to the final inspection of the irrigation
system. A list of certified technicians is available at the Moore County Public Utilities office.
*A plumbing permit is required prior to starting any of the work described above. This work must be completed
by a licensed plumbing contractor or the owner of the property. If the property owner does not live in the
home or if the home is rental property then a licensed plumbing contractor must complete the work.
Residential Public Water Connections
Rough-in Inspection
1) Trench (ditch) must be dug from water tap location to the dwelling.
2) The correct type of pipe must be installed from the water tap to the dwelling at the correct depth.
Final Inspection
1) A cut off valve shall be installed within 5 feet of the foundation wall or within 3 feet of the crawl space
access door or an interior accessible location where it can be accessed without a ladder or tool.
2) For water systems up to and including 2 inches, a pressure reduction valve shall be set at 80 p.s.i. or less
and installed prior to the first supplied fixture.
3) If a temporary water hydrant was used during the construction of a new dwelling, it must be disconnected
and capped off prior to the inspection. (this must be exposed for the inspection)
4) If a well was previously used to supply water to the dwelling, it must be disconnected and capped off prior
to the inspection. (this must be exposed for the inspection)
Pipe Specifications
Minimum pipe size = 3/4 inch.
Minimum pipe pressure rating = 160 p.s.i.
Minimum pipe depth = 12 inches below grade to the top of the pipe.
