Application for Garbage Cart “Walk-Up Service”
(With or without additional charge)
Free “Walk-Up” Service (without any additional charges) is allowed for residents who are physically unable
to get the garbage cart to the designated collection location. By applying for this service, the resident is
certifying that no one living at the property is physically able to get the garbage cart to the regular,
designated curbside or alley-side collection location. Walk-Up Service does not include bulky waste, yard
waste or any other materials not allowed in the garbage cart. It is the responsibility of the resident to
ensure the garbage cart access is not obstructed by fences, vehicles, dogs, snow, or other items.
To be eligible for Walk-Up Service, your garbage cart “Walk-Up Location” must meet these standards:
• Your garbage cart must be set out in a location accessible to both you and our drivers. The Walk-Up
Location must be visible from the public right-of-way (alley or street).
• The Walk-Up Location must not require us to enter your home, garage, fenced yard, or other enclosed
area to access your garbage cart.

You will be contacted within 7 business days of application by your designated Hauler with approval
or denial of this Walk-Up application. If your request is denied, the City of Saint Paul will be notified,
and you may appeal the request to the Department of Public Works at garbage@stpaul.gov.
City Authorization to Approve this Application
The Saint Paul Haulers, LLC and the City of Saint Paul have the authority to grant or not grant this request pursuant to
City Ordinance Chapter 220. To help ensure a clean and livable City, the City may verify proper disposal of garbage is
made at your property. Evidence of improper garbage or other waste storage, collection or disposal shall be reason to
immediately require standard garbage set-out procedures at the curb or alley-line. Contact your designated hauler if this
Walk-Up service is no longer needed in the future.
