CHARTER AUTHORIZER APPLICATION
Thank you for your interest in Rose State College as the authorizer for your charter school. Rose State College is
committed to the ideals of high-quality public charter school authorization as evidenced by our policies and
procedures based on national models of best practice. This document will serve as the application to the Rose State
College public charter school review committee pursuant to the policies and procedures set forth by Rose State
College for charter school review and authorization and all applicable laws set forth by the State of Oklahoma
regarding public charter school sponsorship.
The Rose State College charter authorizer application is designed to help expedite the application and contract
process. Entities wishing to gain charter authorization through Rose State College need to complete the following
application with as much detail as possible. If the decision is made to become said applicant’s authorizer, the details
from the approved charter authorizer application will form the foundation for the contractual agreement between Rose
State College and the applicant.
Once submitted, the application will be reviewed by the Rose State College Charter Authorization Committee. It is
important to note that acceptance of this application does not bind Rose State College to issue a contract to any person
or entity. Rose State College retains the right to approve some or none of the applications submitted. In addition,
Rose State College retains the right to: (i) alter these documents at any time, (ii) require submission of additional
materials, (iii) return incomplete applications, and/or (iv) make applications available to others in compliance with the
Freedom of Information Act or any proper Oklahoma Open Records Act request.
Application Process
1. Complete the cover letter and attached questions by including a response to each category and item. All
application responses must be typewritten.
2. Email your completed application to the Rose State College Charter Authorization Committee, at
charter@raider.rose.edu
. You will receive a confirmation email once your application is received.
3. Applications are accepted on a rolling basis and reviewed as they are received. You will be notified of your
application status within ninety (90) days of receipt. If you require an expedited review, please indicate this
in your email. Rose State College will inform you within five (5) business days if the expedited request can
be accommodated.
4. Rose State College may request additional information or changes to the application. If the additional
information or changes are not submitted within five (5) business days, the application may be rejected.
5. The Review Committee will evaluate the applications to ensure alignment with the stated educational
mission of Rose State College, the applicant's financial viability, and Rose State's capacity to oversee the
authorization.
6. Applications reviewed by the committee and meeting the above criteria will be forwarded to the appropriate
personnel at Rose State College to complete the Charter Contract process.
7. The completed contract will be sent to the Office of the President for final review and presentation to the
Rose State College Board of Regents.
8. Rose State College's Board of Regents will have final approval for all contracts for charter school
authorization.

Assurances
By checking the boxes and signing below, the Applicant indicates his/her understanding and intent to comply with the
following pertinent statutory and regulatory requirements.
All federal regulations and state and local rules and statutes relating to health, safety, civil rights and
insurance.
The Applicant acknowledges and certifies that it will comply with the Oklahoma Charter Schools Act,
70 O.S. § 3-136(A)(1)-(10):
The charter school is prohibited from charging tuition and fees
The charter shall be nonsectarian in its programs, admission policies, employment practices, and all
other operations.
The charter school’s curriculum is not the same or similar to the curriculum being provided by or for
educating deaf or blind students that are being served by the Oklahoma School for the Blind or the
Oklahoma School for the Deaf.
The pupils must be residents of the State of Oklahoma.
The charter school shall comply with all federal and state laws relating to the education of children
with disabilities in the same manner as a school district.
The charter school, to the extent possible, shall be subject to the same reporting requirements, financial
audits, audit procedures, and audit requirements as a school district.
The charter school shall participate in the testing as required by the Oklahoma School Testing Program
Act and the reporting of test results as is required of a school district., 70 O.S. § 3-136(A)(4).
A charter school shall not be used as a method of generating revenue for students who are being home
schooled and are not being educated at an organized charter school site.
In accordance with the Oklahoma Charter Schools Act, 70 O.S. § 3-130 et seq., I/we hereby certify

Questionnaire
Please respond to the questions below in concise, narrative form. Narrative responses must be
typewritten, single-spaced, and in 12-point fonts. All questions must be responded to for the
application to be considered complete.
Section 1: Mission, Vision, Values, and Goals
1. Describe the mission of the charter public school.
2. Describe how the vision, values, and goals of the charter public school relate to the
mission statement.
Section 2: Organizational Structure
3. Describe the governance structure for the school.
4. Provide a description of the method used to recruit and select the individuals in
governance positions identified in this application.
5. Provide a list of board members, if available. Include a brief biography of each
member, including appropriate educational credentials and background.
Section 3: Finances
6. Provide a narrative that indicates the total amount and sources of funds expected to
be available through banks, lending institutions, corporations, foundations, grants,
etc., that will be used to maintain positive cash flow. Indicate which are already
secured and which are anticipated and include evidence of firm commitments.
7. Detail plans for meeting financial needs if anticipated revenues are not received or
are lower than the estimated budget.
8. Describe the treasurer or other officers or persons who shall have primary
responsibility for the finances of the charter school. This individual must have
demonstrated experience in school finance or the equivalent thereof.
9. Attach the prior three years annual audits and any additional documents submitted
to the Oklahoma State Department of Education Cost Accounting System.

Section 4: Hiring Policies
10. Describe the proposed process to be used to recruit, identify, and hire teachers.
11. Describe the responsibilities of all anticipated staff positions and describe the
anticipated staffing as it relates to the governance structure of the charter public
school.
Section 5: Facilities, Grades Served, and Transportation
12. Provide a description of the proposed physical facility, suitability of space, and
provisions for specialized space, if any.
13. Describe any purchase or leasing arrangements that will be needed, and/or
construction or renovations that must occur to ensure adequate facilities. Include
detailed information about anticipated budget, costs, and financing arrangements.
14. Detail the proposed grade levels and/or age ranges of students to be served upon
opening, along with plans for future growth.
15. Describe proposed arrangements for transportation of pupils, if any.
Section 6: Measures of Effectiveness
16. All public schools are required to administer state mandated assessments. Indicate
any additional assessments that the proposed charter public school will administer
and the rationale for selecting these assessments.
17. How will the proposed charter public school use assessment data to enhance student
achievement?
Section 6: Curriculum
18. The Educational Program is a narrative description of the school’s unique approach
to delivering curriculum in order to fulfill the school’s mission and comply with the
purpose of the Oklahoma Charter Schools Act (70 O.S. § 3-131). Provide an overview
of the educational philosophy and instructional approaches used to deliver the
program. Please include how the educational philosophy and approach will enhance
student achievement. Cite any research connecting the philosophy and approach to
the student population served.
19. Provide a description of the curriculum that will be used. How does the curriculum
align with the educational philosophy and instructional approaches used to deliver
the educational program? How does it align with state and national standards?

20. If the proposed program is a replication of a whole school model in use elsewhere,
provide a list of the names and locations of schools in which the program has been
implemented.
21. Describe the ways the school will ensure high-quality services to all groups of students
including: ethnic and racial minorities, students with disabilities, economically
disadvantaged students, special education students, limited English proficient
students and gifted and talented students.
22. If the applicant is requesting that the school board operate the same configuration of
age or grade range levels at more than one site, please present documentation
demonstrating that the applicant’s proposed educational model has resulted in
schools making measurable progress toward meeting their education goals.
23. If the applicant proposes to contract with an Educational Service Provider (ESP) to
implement the program, provide a list of all the schools currently operated by the
ESP and, if applicable, a list of schools formerly operated by the ESP which are no
longer in operation or are under new management.
Section 7: Assessment of Community Need
24. Describe the characteristics, population, and unmet educational needs of the
community where the proposed charter public school will be located. Include in
detail, any objective market research, surveys, or other measures of local demand for
the proposed educational program.
25. List and describe the existing schools (public, private, and parochial) currently in the
area, serving the community, and detail the characteristics that will set the proposed
charter public school apart and attract students.
26. Include a detailed description of how the proposed charter public school plans to fill
the identified community needs.
Section 8: Attendance and Participation
27. Include the proposed school calendar and school day schedule for the upcoming
academic year.
28. Briefly describe the proposed charter public school’s advertising and recruitment
plans, with particular emphasis on any early intervention and/or other strategies that
will be employed to maximize retention.
29. Provide that admission policy and criteria to be maintained by the proposed charter
public school.

30. Describe the proposed methods that will be utilized to ensure a high level of parent
participation and community involvement in the proposed charter public school.
Section 9: Prior Charter Experience
31. List the name(s) and role(s) of all principal organizer(s) of the charter school.
32. Briefly describe the applicant’s track record, if any, in operating a charter school.
33. Describe any outside contractual relationships that would be necessary to ensure the
continuous effective operation of the charter public school.
Section 10: Charter School Training
34. Attach the documentation that the applicants have completed the charter school
training pursuant to the Oklahoma Charter School Act Written Application
Requirements, 70 O.S. §3-134(B).
