Tararua District Council Animal Control recognises the following breeds of dogs as standard working dog breeds: Huntaway,
Heading Dog, Border Collie, Smithfield, Kelpie, and Australian Cattle Dog.
Dogs that are used for hunting, or on farm pest control are not exempt from microchipping and are not classed as a working
dog for microchipping purposes.
Should you wish to claim any other breed of dog as a working dog, you may be required to provide a practical
demonstration of the dog’s ability.

Section 2 – Interpretation
The denition of a “working dog” and “stock” are described
overleaf.
Section 40(1) – Proof of class of dog
Where the territorial authority xes a fee for the registration
of a working dog that is lower than that xed for a dog that is
not a working dog, any person claiming to register any dog as
a working dog shall, if so required by the territorial authority,
make a written statement that the dog is a working dog of a
specied class.
Section 19a – Power of constable, dog control ofcer, or
dog ranger to request information about dog
(1) A constable, dog control ofcer, or dog ranger may, for the
purposes of this Act, request the owner of a dog to state the
name, gender, and a description of the dog.
(2) Every person commits an offence and is liable on conviction
to a ne not exceeding $3,000 who, without reasonable
excuse, fails to comply with a lawful request under
subsection (1), or wilfully provides false information in
response to a request to provide the information.
Penalty for false statement
Failure to supply information and/or wilfully providing false
particulars about any dog may result in a $750.00 infringement
notice being issued.

Dog Control Act 1996, Section 2
working dog means—
(a) any disability assist dog:
(b) any dog—
(i) kept by the Police or any constable, the New Zealand
Customs Service, the Ministry of Agriculture and
Forestry, the Ministry of Fisheries, or the Ministry
of Defence, or any ofcer or employee of any such
department of State solely or principally for the
purposes of carrying out the functions, powers, and
duties of the Police or the department of State or that
constable, ofcer, or employee; or
(ii) kept solely or principally for the purposes of herding
or driving stock; or
(iii) kept by the Department of Conservation or any ofcer
or employee of that department solely or principally
for the purposes of carrying out the functions, duties,
and powers of that department; or
(iv) kept solely or principally for the purposes of
destroying pests or pest agents under any pest
management plan under the Biosecurity Act 1993; or
(iva) kept by the Department of Corrections or any ofcer
or employee of that department solely or principally
for the purposes of carrying out the functions, duties,
and powers of that department; or
(ivb) kept by the Aviation Security Service established
under section 72B(2)(ca) of the Civil Aviation Act
1990, or any ofcer or employee of that service solely
or principally for the purposes of carrying out the
functions, duties, and powers of that service; or
(ivc) certied for use by the Director of Civil Defence
Emergency Management for the purposes of carrying
out the functions, duties, and powers conferred by
the Civil Defence Emergency Management Act 2002;
or
(v) owned by a property guard as dened in section
9 of the Private Security Personnel and Private
Investigators Act 2010 or a property guard employee
as dened in section 17 of that Act, and kept solely
or principally for the purpose of doing the things
specied in section 9(1)(a) to (c) of that Act; or
(vi) declared by resolution of the territorial authority to
be a working dog for the purposes of this Act, or any
dog of a class so declared by the authority, being
a dog owned by any class of persons specied in
the resolution and kept solely or principally for the
purposes specied in the resolution.
stock means—
(a) any live horse, cattle, sheep, swine, alpaca, llama, bison,
donkey, hinny, mule, or water buffalo that is not in a wild
state:
(b) any deer, goat, tahr, rabbit, possum, or other animal that
is kept within a fence or enclosure for domestic or farming
purposes.
