Apply or Renew Dog Licenses Online
Harford County residents now have the option of applying for or renewing and paying for dog licenses
online. This convenient option is accessed by creating a user account in the county’s e-Permit Center.
To create a user account, follow a simple two-step process at
https://epermitcenter.harfordcountymd.gov/energov_prod/selfservice#/register
Once the account is approved, users can log into the Harford County e-Permit Center to complete the
application process or renewal transaction and access any other permits, licenses and records related to
their account information.
The Harford County Department of Inspections, Licenses and Permits will continue to accept dog license
renewal payments by U.S. Mail (see form below) and at the Permit Center at 220 South Main Street in
Bel Air.

HARFORD COUNTY CODE, ARTICLE II, “LICENSING” - REQUIRES THAT ALL DOGS SIX MONTHS OF AGE AND OLDER SHALL BE LICENSED
MARYLAND STATE LAW REQUIRES - PROOF OF RABIES VACINATION AT TIME OF APPLICATION
(A VALID RABIES CERTIFICATE IS REQUIRED AND MUST COVER THE LICENSE PERIOD)
PLEASE NOTE THE FOLLOWING MODIFICATIONS TO ANIMAL LICENSING PROCEDURES: Effective July 13, 2015,
Dog licenses issued will be valid for 1 year commencing on the day of issuance or will be valid for the length of the rabies
vaccination expiration date. All Kennel licenses shall be issued for 1 year commencing on day of issuance. Renewals
issued after 45 days from date of expiration shall be subject to a $3.00 late fee.

“Harford County Code Chapter 267 provides that a kennel (defined as a property where 6 or more domestic animals, older than 6
months of age, are kept, groomed, bred, boarded, trained or sold) is only allowed in Zoning Districts B2, B3 and CI without a special
exception or an approved variance. Questions regarding requirements for a kennel may be directed to the Department of Planning and
Zoning at (410) 638-3103. By signing this application, I acknowledge that housing more than 5 domestic animals on my property may
constitute a violation of Chapter 267 of the Harford County Code.”
