ELECTRIC UTILITY TAX : Newport News City Code §40-116 through §40-125.
Unless specifically exempted or excluded under Newport News City Code §40-119, a monthly tax is hereby levied on a "per meter" basis,
on each purchase of electricity delivered to consumers by a service provider in the following classes:
Residential: $1.54 + $0.016398 per kWh, total tax not to exceed $3.08 per month.
Commercial: $2.29 + $0.013859 per kWh on the first 2,721 (Tier One), + $0.003265 per kWh on all remaining
kWhs (Tier Two), total tax not to exceed $80.00 per month.
Industrial: $2.29 + $0.015455 per kWh on the first 2,440 (Tier One), + $0.003482 per kWh on all remaining KWhs (Tier Two),
total not to exceed $1500.00 per month.
Other Classes of Non-Residential Consumers: $2.29 + $0.015455 per kWh on the first 2,440 (Tier One), + $0.003482
per kWh on all remaining KWhs (Tier Two), total tax not to exceed $80.00 per month

LOCAL CONSUMPTION TAX: VIRGINIA STATE CODE §58.1-2900
In addition to the local consumer utility tax, a tax on the consumers of electricity in the Commonwealth based on kilowatt hours delivered and
used per month is imposed as follows:
Tier One : $0.00038 per kWh on all electricity consumed per month not in excess of 2,500 kWhs.
Tier Two : $0.00024 per kWh on all electricity consumed per month in excess of 2,500 kWhs but not in excess of 50,000 kWhs.
Tier Three : $0.00018 per kWh on all electricity consumed per month in excess of 50,000 kWhs.
