Whensubcontractorsarebeingused,pleasecoordinatewiththemandsubmitpermitapplicationsatthe
sametime.Contractor’sregistrationsarerequiredforallHVAC,Plumbing,andElectricalContractors.ALL
contractorsmustsubmitacertificateofinsurancelistingCollegevilleBoroughasanadditionalinsured.

Allapplicationsmustbeaccompaniedwithasiteplandrawntoscaleindicatingtheplacementand
dimensionoftheproposedstructure,setbackstoallpropertylinesandtheplacementofallexisting
structuresontheproperty.Thepermitapplicationwillnotbeacceptedwithouttherequiredplansatthe
timeoftheapplication.
Allapplicationsmustbeaccompaniedwithtwo(2)setsofplansandspecifications.Crosssection
informationmustbecompletedontheattachedcrosssectionsheet.
AllpermitfeesmustbesubmittedwiththePermitapplications.

Responsibilityfornotificationforinspectionsatthevariousstagesofconstructionlieswiththeapplicant
and/orcontractor.Iftheappropriateinspectionsarenotrequested,uninspectedworkwillnotbe
grantedfinalapproval.
PLEASENOTE:
HVACContractors:AllresidentialpermitsinvolvingHVACworkwhichwillaffecttheHVACsystem
(replacements,additions,finishedbasements,etc.)willrequireHVACLOADCALCULATIONStobe
submittedaspartofthepermitsubmittalpackage,inordertoshowcompliancewitheitherASTM193
orManualJCalculations,EnergyCompliance;IECC2009.AnHVACCertificationletter,byitself,isno
longeracceptable.PleasenotethatanyHVACpermitapplicationsreceivedthatdonothaveload
calculationsincludedwillberejected.

INSPECTIONSCHECKLIST
Constructionworkmustbecompletedandinspectedinaccordancewiththeseinstructions.
TheBuildingConstructionOfficialwillcarryoutinspectionsduringtheprogressorworkasnecessarytoinsuretheworkconformstothe
approvedconstructionplansandallapplicablecodesandordinances.Thepropertyownerand/oranauthorizedagentwhoisincharge
oftheconstructionworkshallnotifytheBoroughofficewheneachsegmentofworkiscompletedandreadyforinspection.These
inspectionsshallbescheduledatleasttwentyfour(24)hoursinadvanceandwillbehandledonafirstcome,firstservebasis.Itis
stronglyrecommendedthatinspectionsarescheduledatleastafewdaysinadvanceinordertominimizeanypossibledisruptionof
constructionschedules.NOTE:Noworkispermittedtoproceeduntiltheapplicableinspectionsareconductedandapproved.
StakeOutInspectionBeforestartingwork,stakeouttheconstructionlocationforaninspectionbyZoningOfficer.
Footings‐Tobeperformedwhensubsoilexcavationiscomplete,allformsandreinforcementareinplaceanddepthmarkingsare
defined.Allfootingsmustbetrenchedorformed.
FoundationWallsHollowblockorformedconcretewallstobeinspectedpriortopouringconcreteorgrout.Allformsandre
inforcementshallbeinplace,allfootingkeywaysand/ordowelsaretobecleanandvisible.
 FoundationBackfill&WaterproofingorDampProofingPriortosoilplacement,allexteriorfoundationdrainsandstoneencasement
areinplace,allfoundationanchorstraps/boltsareinstalled,andwallsaresealedinaccordancewithspecificproductsmanufacturer
specificationsandinstructions.
 UnderSlabPipeTobeperformedwhenallDWV,waterlines,HVACpiping,perimeterdrainsandallappropriatetestsandpipe
protectionsareinplace.
ConcreteSlabBaseTobeperformedwhenthecleanstonebase,insulationboards,6milvaporbarrier,reinforcementanddepth
markingsareinplace.
Water/SewerServiceTobeperformedwhenthestonebed,pipingandlinetestsareinplace.Foundationpenetrationsaretobe
mortaredandwaterproofing/dampproofingreapplied.TestingoflinesasrequiredbytheWater/SewerAuthority.
MasonryFireplaceFour(4)inspectionsrequired:footing,hearth(beforeconcrete),smokechamberandfinal.
Sheathing‐Priortohousewraporexteriorfaçade,allexteriorwallpanelstobeinspectedforstructuralfastenerspacing.
Priortoinsulation,whenallframingiscompleteandsecuredinaccordancewithappropriatefasteningscheduleandALLFLOORSare
accessiblebywayofcodeapprovedsteps.Anyandallutilityormechanicalworkshallbecompletedtoensureframingintegrityis
restoredpriortocloseup.Fireblockingandcaulkingcompletepercode.
RoughPlumbingTobeperformedattimeofframinginspectionandwhenallwatersupplyandDWVlinesarein.
RoughElectricAroughelectricinspectioncertificationstickershallbeinplaceattimeoftheframing.
RoughMechanicalLeakagetestshallbedoneatthetimeoftheframinginspection,withallductworkinstalledandsecured.
RoughSprinklerTobeperformedwhenallpipingisinstalledandlinetestpressureisinplace.

blocking,firestopping,firecaulk,etc.areinstalledinaccordancewithmanufacturer’sspecifications.
AboveCeilingPriortoplacingfinishedceiling(tilesordrywall)verificationofallgridties,pipeandducthangarsinplace,proper
materialsinanyratedplenums,andlastcheckforfiresafingofanyratedwallorfloorpenetrations.
SwimmingPools
PoolSteelTobeperformedwhenallingroundpoolsteelreinforcementworkiscompleteandanelectricbondinginspectionsticker
isinplace.
FinalPoolTobeperformedwhenconstructionandfinalgradingiscompleteandallrequiredsafetyfeaturesareinplace,including
anydooralarms,andselfclosingandselflatchinggates;finalelectricalcertificationisalsorequired.
FinalOccupancyTobeperformedwhenallconstructionactivityiscompleteandpriortoanytypeofoccupancyoruseofthestructure
occurring.Allapplicableworktobecompletedandinspectedatfinaloccupancyinspection,includingsmokedetectionoralarmsystems.
Commercialsitesmayrequireotheragencyapprovals.
FinalPlumbingAllfixturestobecompletelyinstalledandoperational.
FinalElectric‐Afinalelectricinspectionstickershallbeinplaceatthetimeofthefinaloccupancyinspection.
