APPLICATION TO USE TEMPORARY TRAFFIC SIGNALS ON THE HIGHWAY
MULTI-STAGE, 2 STAGE JUNCTION AND HAUL ROUTE CROSSINGS
CONDITIONS
1. A 1:10000 (minimum) O.S. based location plan shall accompany each application showing the length of
Highway affected, junctions and major access. In addition, a 1:250 (minimum) O.S. based plan shall
also be submitted, clearly showing the following: -
i) Location of signal heads (shown thus ) the distance of each signal from centre of junction. The
arrow head shall point towards the approaching traffic.
ii) Staging arrangements which must clearly relate to the plan.
iii) Dimensioned widths of carriageways.
iv) Proposed signal timings (maximum green and all red) in accordance with the recommendations
in the Traffic Signs Manual Chapter 8.
v) Current speed restriction on roads affected.
vi) Working area, longways clearance and safety zone.
2. All signing is to be in accordance with the Traffic Signs Manual Chapter 8. Where due to the curvature
of the road visibility to signing is obstructed, additional warning signs should be located on the offside.
3. Applications for signals affecting County Roads require a minimum of twenty-one days’ notice.
4. Applications for signals affecting a Trunk Road i.e. A12 (South of Copdock Interchange), A14 or A11
should be submitted to The Highways Agency, Heron House, 49-53 Goldington Road, Bedford, MK40

5. Where emergency works (as defined in NRSWA 1991) require the use of temporary traffic signals, then
the Area Highways Office shall be informed at the same time as the 2-hour notice of work is given.
Retrospective approval will be required and a formal application shall be submitted within 48 hours of
commencement of works.
6. Period of notice commences from receipt of correct and acceptable application.
7. Signals must operate in Vehicle Actuated (VA) Mode at all times unless otherwise approved.
8. Any extension required to the agreed duration must have prior approval of the Area Network Inspector,
Mr B Shann (01473 341525).
9. The Area Highways Office shall be informed of the early removal of signs and signals.
10. Submission of this form does not give authority to use the signals on the Highway until it has been
approved and signed by an officer of the County Council.
11. A copy of the approval document shall be kept on site throughout the duration of the works.
12. A 24-hour emergency phone number shall be displayed on site at all times which shall enable access to
a manned fault reporting service.
Applications not conforming to these conditions, or submitted without the correct plans or details, will be rejected
and returned to the applicant.
